Description * Participates in the implementation and maintenance of a comprehensive safety program. * Provides assistance for the study, development, and application of training as it relates to his region of responsibility and those reporting to this position. * Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. * Responsibilities include training employees, planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, and resolving problems. * Investigates health, safety, and environmental incidents as well as DOT-related incidents, prepare reports of findings, and recommend corrective actions to management. * Ensures that field operations comply with OSHA, FRA, and other Health and Safety regulatory agencies. * Audits facilities to detect existing or potential safety and health hazards and recommends corrective or preventative measures where indicated. * Conducts site surveys to determine safe limits exposure to materials or conditions such as temperatures, noise, dusts, fumes, vapors, mists, gases, and solvents that are known or suspected of being real or potential determents of health. * Independently performs most assignments with instructions as to the general results expected. * Recommends implements and monitors control measures of exposure to hazardous material or conditions. * Provides technical guidance to management regarding occupational health & safety concerns such as the correct use of personal protective clothing, respiratory protection, and accessories. * Contributes to new training curriculum development as requested and according to federal, state, and local regulations as they pertain to the occupational health and safety of personnel. * Assists in developing new training courses associated with the introduction of new courses or services. * Studies and develops skills in the use of better teaching and training methods. * Maintains safety files and records. * Completes all required forms and paperwork. * Accuracy in record keeping is critical for the efficient performance of this position. * Participate in development of long-term strategies intended to reduce risk for the organization and its employees * *Studies and develops skills in the use of better teaching and training methods. Keeps informed on new developments in OSHA, and FRA regulations. * Performs other incidental and related duties as required. Requirements * Associate degree in safety or equivalent discipline * Bachelor's degree in safety or equivalent discipline * Three (3) years of related field operations experience * Two (2) years of instructor experience plus basic knowledge of OSHA regulations * Five (5) years of safety-related work experience Knowledge/Skills: * Excellent communication skills both verbal and technical writing * Continuously trained in Hazard Communication in accordance with 1910.1200 * The Field Safety Officer Manager will be "on call" 24 hours a day, seven days a week, 365 days a year including holidays except for scheduled time off from work and unavoidable instances such as illness.
