Description The Idaho Department of Lands (IDL) has one (1) opening for a Lands Resource Specialist - Private Forestry Specialist position located at our St. Joe Supervisory Area Office in St. Maries, Idaho. This position is Grade K, additional information can be found: State Employee Compensation | Division of Human Resources (idaho.gov) Minimum filling rate is $23.26. The final salary rate is negotiable based on experience and qualifications. The Lands Resource Specialist position is used for training purposes for the Lands Resource Specialist, Senior. Through various types of on-the-job training, the employee will learn to carry out the duties of a Lands Resource Specialist, Senior including learning state laws and department policies and procedures. After successful completion of the Lands Resource Specialist training plan (this will take between six (6) months and five (5) years, depending on experience) the employee will advance to a Lands Resource Specialist, Senior. This advancement may include a pay increase. Example of Duties * Provides technical assistance to private landowners and agencies in all aspects of forestry. * Conducts inspections on logging operations for compliance with the Idaho Forest Practices Act (FPA), reviews and recommends FPA rule variances * Reviews Stream Channel Alteration Permit supplemental notification forms for approval * Provide Forest Stewardship Program oversight, and prescribes corrective action to be taken to bring non-compliance logging operations into compliance. * Provides information and technical assistance to private landowners on cost share programs. * Conducts presentations, lectures and discussions with loggers, landowners, and students. * Maintains FPA and Stewardship Reporting on accomplishments on the area. * Provides review and monitoring of private forestry budget assigned to the area. * Represents IDL on committees and at public meetings. * Participates in wildfire suppression response as needed. Minimum Qualifications: Experience: * Communicating effectively both verbally and in writing as appropriate for the needs of the audience through technical reports, business correspondence, and oral presentations * Using Geographic Information Systems (GIS) to produce maps and analyze spatial data Some Knowledge of: * State and federal laws, rules and regulations in relation to natural resource management activities * Methods used to evaluate projects and/or data, analyzing alternatives, and making recommendations * Public land survey legal descriptions, aerial photos and topographic and property ownership maps * Financial analysis methods used to consider the relative costs and benefits of potential actions or proposals to choose the most appropriate one Other: Possession of a valid driver's license. Minimum Qualification Specialties: * Responsible for administering all aspects of the Idaho Forest Practices Act rules and regulations * Prioritizing and conducting inspections, writing inspection reports, issuing unsatisfactory reports and pursuing subsequent regulatory procedures to obtain forest practices compliance, and reviewing variance requests to determine if action will meet or exceed all rules and regulations * Communicate effectively with the ability to resolve conflict in difficult situations Some knowledge of: * Forest management principles * Silviculture principles * Forest mensuration * Dendrology * Forest harvest methods * Soils * Forest engineering principles (road design and construction) * Writing and reviewing forest management plans * Forestry best management practices (BMPs) and processes for conducting field inspections, compliance reporting, and implementing corrective action * Idaho Forest Practices Act and associated administrative rules * Forest entomology and forest pathology Desired Qualifications: Knowledge of silviculture, logging and timber harvesting practices, forest entomology, forest pathology, and GIS applications such as ESRI's ArcPro. Supplemental Information: Overtime/Vacation Accrual/FLSA The Fair Labor Standards Act (FLSA) code for this position is Covered (S) Based on the FLSA code for this position, compensatory time will accrue at a rate of 1.0 hours for each 1 hour of overtime worked.
