General Summary The ITS Administrator will play a crucial role in ensuring the smooth operation of intelligent transportation systems installed on transit vehicles. Under general direction, individuals assigned to this position will administer the ITS systems for Lane Transit District including the CAD/AVL (computer aided dispatch/automatic vehicle location) systems, video surveillance systems, on-board annunciators, radios and radio network systems, automatic passenger counting systems, fare validator solutions, fuel tracking systems, GTFS (general transit feed specification) and other intelligent transportation systems (ITS) on LTD's fixed route, Bus Rapid Transit, and Paratransit fleets. This role will actively utilize and contribute to asset management systems, directly influencing the lifecycle and performance of ITS equipment and overall system integrations. Essential Duties & Responsibilities * Administer and maintain the following ITS systems, including testing, troubleshooting, configuration changes and software upgrades: * CAD/AVL and associated onboard systems * On-Vehicle Video Surveillance Systems * Radio hardware and associated programming * Automatic Passenger Counting systems * Fare management solutions * Laptop diagnostic software management * CAD/AVL Enabled Platform Signs * Work closely with Fleet Department, Transit Operations, Service Planners and IT staff to support vehicle technology systems and their integration with backend software * Collaborate with bus manufacturers, mechanics, and fleet management throughout the vehicle lifecycle, from initial design to final commissioning, ensuring successful ITS system implementation. * Provides technical guidance and assistance to Fleet Mechanics and Fleet Management Personnel that concern ITS Systems * Work closely with Network Engineer to monitor, maintain, troubleshoot, and correct any networking issues in conjunction with LTD's Bus networks, stations and platforms * Serve as lead in troubleshooting and in the investigation of complex systems issues. Work with vendors to escalate and resolve critical issues when necessary. Triage and complete troubleshooting tickets in a timely manner. * Develop and maintain documentation for ITS installations and configurations, including knowledge base articles and other resources * Represent LTD at state, county, and/or city ITS committees and planning projects. * Provide budgetary information as need, assist with forecasting of future ITS projects * Participate in the evaluation, selection, and implementation new ITS technology projects * Proactively address customer needs, ensuring clear and timely communication, while effectively managing and prioritizing multiple tasks Supervisory Responsibilities This position does not supervise others. Fiscal Responsibility Must adhere to procurement policies and procedures Minimum Qualifications Required Education and Experience Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job. Education and course work can substitute for years of experience. Typical qualifications would be: Experience: * Minimum of a Bachelor's degree from an accredited college or university in Computer Science, software, hardware, or vehicle technology * Experience within the Transportation Industry and Intelligent Transportation Systems (ITS), minimum 4 years Preferred: * Minimum 2 years in technical lead role or 5 years directly related to this position, department, and/or industry * Solid background in Information Technology * Minimum 3 years managing complex projects, including vendor and contract management * Advanced proficiency of standard office software (MS Office), reporting applications, and analytical techniques * Experience developing detailed project plans and project documentation Competencies for Successful Performance of Job Duties Knowledge: * Administration and Management - knowledge of business and management principles involved in planning, resource allocation, and coordination of people and resources * Strong understanding of TCP/IP networking protocols * Strong troubleshooting and problem-solving skills and experience within an IT environment * Advanced proficiency of Microsoft Windows, hardware and software troubleshooting * Ability to read and interpret electrical schematics, wiring diagrams, and technical documentation * Vehicle electrical wiring and power systems experience with Low voltage systems * Knowledge of networking protocols beyond TCP/IP (e.g., CAN bus) * Strong cybersecurity knowledge - Role based access controls, network security, vulnerability management, patching, and encryption Technology Skills: * TCP/IP: Solid knowledge of network protocols, including IP addressing, subnetting, routing, and troubleshooting * Microsoft 365: Teams, SharePoint, OneDrive, Office 365, Excel * Scripting Languages: Familiarity with scripting languages such as batch scripts, VB, and/or PowerShell * Android OS: Proficiency in basic operations, troubleshooting common issues, and implementing security best practices * Network Infrastructure: Experience with network devices like switches, routers, and access points * Troubleshooting: Advanced proficiency in diagnosing and resolving hardware issues with computerized systems * Repair: Skilled in performing hardware replacements, upgrades, and preventative maintenance * Vehicle Technology: Understanding of vehicle electrical systems, low voltage DC power, and common components * Multimeter Usage: knowledge of using a multimeter to measure voltage, current, resistance, and continuity Abilities: * Good oral and written communication including regular communication inside and outside the District to exchange ideas and gather information that can be used to influence decisions, policies, projects, or program design/management with some degree of tact, negotiation, and/or confidentiality * Adapt to shifting priorities and demands, effectively integrating diverse functions and interests * Identify opportunities for improving existing processes and procedures, and collaborate with relevant teams to implement solutions * Analyze problems or concepts or make decisions on the information. * Work under minimal supervision * Effectively communicate technical information to both technical and non-technical audiences, collaborate with cross-functional teams to achieve project goals, and demonstrate strong problem-solving skills in time-sensitive situations Position Type and Expected Hours of Work * This is an onsite position, requiring work from LTD locations * Will sometimes be required to work and/or attend meetings or events in public and at all LTD locations * Monday through Friday 8am until 5pm * Occasional shift work and or flexible work schedule as needed; occasional abnormal hours are expected Travel * Travel within the metropolitan area is required * Occasional travel outside of the region may be required Working Conditions & Physical Demands * Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions * This position involves working in various locations, including outdoors in all weather conditions (hot and cold environments), in an office environment, and on transit vehicles. This role requires working in noisy or hazardous areas, using ladders, climbing, squatting, and overhead reaching. Good use of hand dexterity is required.
