The KCC is a multi-faceted agency responsible for regulating public utilities including electric, natural gas, telecommunication and water companies as well as motor carriers, oil and gas pipelines and oil and gas natural production activities. The Commission's headquarters is in Topeka with the central Conservation office in Wichita and four Conservation district offices located in Dodge City, Wichita, Chanute and Hays. Position Summary & Responsibilities Position Summary: This position is located in Topeka, Kansas and may be eligible for a hybrid remote work after an evaluation period. This senior IT management role is responsible for leading IT to become a business-oriented division and ensure efficient and effective operations. The position reports to the Executive Director and is responsible for managing the IT Division, providing leadership for the cross-functional management of information and technology across the agency. This position oversees functions such as IT strategy, governance, performance management, IT budget, staffing, and asset management. This position must be able to communicate effectively across non-IT customer users and maintain open forms of communication with the divisions and the Executive Director. Strong customer and user experience focus is required. Job Responsibilities may include but are not limited to the following: Develops IT strategies, policies, and procedures to support organizational goals. Develop and track KPIs to measure the performance of IT services and initiatives. Ensure compliance with regulatory requirements and IT security best practices. Engage and communicate effectively, written and verbally, with the Executive Director and stakeholders at all levels. Manage and optimize staffing and resources to ensure efficient and effective operations. Maintaining and reporting status of IT project to the Executive Director and management team. Qualifications Education: Bachelor's degree in Business Administration, Information Technology Management, or a related field. Experience: Six years working experience in an IT related role or position. Four years (proven) experience in a supervisor or managerial role. Familiarity with planning and managing IT budgets. Experience managing relationships with vendors including reviewing contracts and monitoring service level agreements. Experience supervising and mentoring team members, fostering a culture of collaboration and knowledge sharing. Experience in strategic planning and developing strategies that align with organizational goals. Experience evaluating and reducing risks. Preferred Qualifications: Ability to clearly, effectively, and respectfully communicate in a business environment both orally and in writing. Ability to establish and maintain working relationships with Agency personnel, business associates, industry, the general public and state and federal officials. Possess independent thinking and problem-solving skills and analytical thought to deal with the variety of responsibilities associated with this position including making decisions while working independently, and planning/projecting future operational needs in conjunction with the Executive Director and management team.
