Work Shifts 9:00 A.M - 5:00 P.M Job Description PURPOSE OF POSITION : Under the direction of the Deputy Chief Financial Officer, oversees plans, directs, and controls the receipt, posting, processing, and distribution of invoices and other supporting documents for all accounting transactions and provides systematic and regular reports and analysis to show the current status of the financial condition of Lincoln Hospital or health care setting, and maintains books of accounts to meet the needs of the facility. Directs organizational sectors in accounting, grant administration, Property Office, fiscal and financial areas such as accounts payable, health care setting management and cost reporting systems, payroll accounts, special accounts, internal and external financial reports, data control, affiliation accounting, asset control, cash receipts, cash disbursements, daily investment of idle cash funds, general accounting and capital accounting. DUTIES & RESPONSIBILITIES: Plans, directs, and coordinates budgeting operations to ensure accurate and timely receipts, disbursements, management and cost reports, and other accounting and financial services, including the installation and direction of maintenance of books of accounts. Ensures accurate financial controls over the financial operations and maintains complete and adequate records for recording all financial transactions and the issuance of periodic reports therefrom Provide leadership to the direct reports for grant administration, Property office, and OTPS administration. Develop specific financial reports from accumulated actual data, and provide cost analysis and reports for special variable situations using operating statistics. Establishes and administers procedures pertaining to all phases of the budgeting process and provides services pertaining to all areas and departments. Coordinates the efforts with the Central Office to ensure efficient and economic-financial management. Controls the reconciliation of the facility Bank Accounts and maintains complete accounting for Capital Budget expenditures. Establishes a system of reports for guidance of NYC Health + Hospitals financial management and healthcare setting financial officers in the operation of authorized financial and accounting systems. Directs staff in operations relating to financial data books, ledgers, records, affiliation, grants administration, property office, and reports needed to account for and record the results of operations and assets of the facility and its subsidiaries. Minimum Qualifications 1. Master's degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and four (4) years of responsible-level experience in fiscal management or administration with an emphasis on financial systems, management information and controls, three (3) years of which must have been in responsible administrative or managerial capacity; or 2. Bachelor's degree from an accredited college or university in disciplines, as listed in "1" above; and five (5) years of experience, as described in "1" above, three (3) years of which must have been in a responsible administrative or managerial capacity.
