Deputy Program Manager - Federal Government Contracting - NOAA Remote Full Time #1240 - NOAA Corporate Manager/Supervisor Share ( Job Posting: NOAA Deputy Program Manager IMSolutions is looking for a strategic Deputy Program Manager to join our team within our National Oceanic and Atmospheric Administration (NOAA) contract. This position is 100% remote. As a Deputy Program Manager, you will assist the Program Manager with the day-to-day operations of the NOAA contract. You will have a critical role in delivering our next phase of growth with contracted service delivery, client satisfaction, and performance measures in a dynamic environment. The ideal candidate will be a subject matter expert in the complete acquisition lifecycle, as well as in the various contract types found in FAR Part 16, and will serve as the technical champion for projects; responsible for the day-to-day administrative and technical management of a government contract to ensure that services are meeting and exceeding contractual standards. The Deputy Program Manager is expected to fill in for the Program Manager as requested. What You Will Do: Oversee the day-to-day work operations as assigned by the Program Manager. These could include: Ensuring ongoing, transparent, and clear communication with the client. Ensuring ongoing, transparent, and clear communication regarding project and corporate information by: Leading regularly scheduled team meetings Meeting regularly with individual team members Prioritizing communication in a manner that is most effective for the team and ensuring team members are engaged and responsive. In partnership with the Program Manager, develop and implement management systems to ensure the timely service delivery of quality products and services. Attending client meetings. Support program progress, workload, and financial analysis. Proactively identify opportunities to improve both employee and client experience. Provide recommendations for improving stakeholder relations and developing capture management opportunities. Manage program data collection, integrity, analysis, and reporting. Define program metrics to measure outcomes. Collect and analyze data, providing the following monthly reports: Monthly Status Progress Reports. Contractor Assignment Reporting Platform (CARP) spreadsheets. Government-furnished equipment (GFE) inventory reports. Status reports to all relevant program stakeholders. Other reports as deemed necessary for program success. Maintain a log of lessons learned to enable debriefing of clients upon program conclusion. Create and submit recommendation reports upon conclusion of program activities. Address and resolve issues that are presented by the client and Program Manager. Lead team members by creating an environment where employees are engaged and doing their best work using their strengths. This includes working to ensure employees feel supported, have the necessary tools and information to do their jobs, are provided with work-life balance, and have a voice and feel that their ideas and opinions matter. Specific duties include: Allocating work. Serving as a resource and advocate. Suggesting and supporting employee growth opportunities. Approving leave and timesheets. Providing ongoing feedback and conducting performance reviews. Effectively utilizing IMS systems. Working with Human Resources on personnel actions such as hiring, promoting, compensation, reward and recognition, employee relations, employee engagement, and employee exits. What We Are Looking For: A bachelor's degree is required. A Master's degree in business or public management or a related field is preferred. At least five years of successful program/project management experience to include: identifying user requirements and translating the requirements into project plans and milestones. directing and implementing plans. presenting formal project status/plan briefings to project sponsors. Experience in implementing process improvement initiatives within organizations. Experience working for the Federal Government within the acquisition field. The ability to obtain a Public Trust clearance. U.S. Citizen or Foreign National with a work permit and residing in the U.S. for three or more years. Preference will be given to candidates who: are former Federal Government Acquisition expert (Series 1102) have previously held a Contracting Officer's Warrant possess either FAC-C or DAWIA level 3 certification. Project Management Professional (PMP) Certification or equivalent is HIGHLY desired. Skills That Are Important: Deep understanding of performance management techniques and approaches, and project control principles. Strong research and analysis skills. Outstanding interpersonal, verbal, and written communication skills. The ability to practice cohesive leadership and vision to successfully meet program deliverables. The ability and willingness to collaborate cross-functionally and use common resources. An understanding of taking appropriate risks and leveraging lessons learned.
