Position Summary The Emergency Management Specialist position is responsible for leading the planning, development, implementation, maintenance of the University's prevention, protection, mitigation, response, and recovery programs. Duties & Responsibilities Lead the preparation, review, and publication of the various types of emergency operations plans, that include but not limited to the UIC Emergency Operations Plan, EOP Annexes, Pandemic Response Plan, Emergency Operations Policy Group Binder, Continuity of Operations Plan, THIRA/HIRA, etc. Assist in the creation of high-quality university deliverables related to emergency management, homeland security, and public health preparedness. Coordinate hazard mitigation and recovery projects and conduct threat and risk analysis (THIRA, HIRA, etc). Ensure NIMS compliance within the University's context, and apply state and federal preparedness guidance (e.g., ILCS, FEMA, HSEEP, OSHA, etc.). Develop, conduct, and/or co-facilitate HSEEP-compliant exercises, based on developed emergency plans or procedures for emergency responders (tabletop exercises, drills, etc.). Assist in developing, coordinating, and/or facilitating training seminars for university stakeholders. Develop comprehensive action reports and improvement plans; track progress on improvement plans. In the event of an emergency, coordinates response, identifies resource needs, and communicate needs in accordance with the Incident Command System and report to the Campus Emergency Operations Center. Provide administrative support and coordination to the Campus Incident Response Teams, Emergency Operations Policy Group, and Behavioral Threat Assessment Teams, including preparation of correspondence, briefing materials, and background research. Research grant opportunities and support grant development, submission, and post-award of potential funding. Assists with OPRs strategic planning processes, including review of current policies and practices, goal setting, and initiative development. Participate in various university committees. Perform other related duties and participate in special projects as assigned. Minimum Qualifications Masters Degree in Emergency Management, Homeland Security or related field required. In-depth knowledge and understanding of federal, state, local and higher education regulations and guidelines (NRF, NIMS, HSEEP, Clery Act, HEOA, OSHA, the Illinois Campus Security Enhancement Act, and EMAP). Recognized experience and demonstrated success working in a large and highly complex organizational structure with a demonstrated commitment to diversity. Solid understanding of current and emerging trends in emergency management and homeland security. Strong technical and quantitative aptitude with the ability to understand business models and identify/quantify operational risk. Ability to be calm and poised under pressure and remain focused when working under tight deadlines. Superior emergency planning, organization, writing, communication, presentation and problem-solving skills. Proficient skills for using Microsoft and Adobe programs, social media, web maintenance, Google suite, and other productive and communication-related software. Detail-oriented. Ability to work in ambiguity and through changing requirements and priorities with a positive attitude. Ability to demonstrate openness and responsiveness to new ideas, and amenable to new responsibilities as the position matures and the needs of the program change. Preferred Qualifications Master Exercise Practitioner (MEP), Project Management Professional (PMP), Certified Emergency Manager (CEM), or Certification through the Disaster Recovery Institute International or Business Continuity Institute (e.g.,CBCP, CPSCP, MBCI), is preferred.
