Job Summary The Right of Way (ROW) refers to the MBTA's rapid transit track, exclusive bus lanes (Silver Line) and all assets within 10 feet of the centerline. Access to the ROW is required by both Operations and Capital teams as well as some Third Parties (contractors, MassDOT teams) to perform vital maintenance and capital work, thus ensuring safe, reliable service to our customers and crucial improvements to the T. The Analyst, Diversions will support the Right of Way diversion planning and coordination team in MBTA; provide key analysis for the Right of Way diversion access strategy; support and monitor Right of Way diversion access protocols (online requesting, reviewing, approval, program and change management); promote a culture of continuous improvement within the team and broader organization for ROW Diversion Planning. The Analyst will work closely with several other departments in Engineering and Capital and Operations as required. Duties & Responsibilities Assist the RDPI (ROW Diversion Planning and Integration Team) in ROW Diversion planning and integration for the MBTA teams and select third parties. Work collaboratively with multiple MBTA departments including Engineering and Capital, Rail Operations, Engineering and Maintenance, Operations Control Center, Construction & Logistics, Safety. Oversee and administer RDPI maintenance activities and recordkeeping. Provide key analytical inputs into diversion planning, and resource planning and allocation. Act as a focal point of Subject Matter Expertise on all matters related to diversion planning. Track and support the existing ROW diversion process consisting of weekly conferences through the evolution to and including any new process developed within the scope of these job responsibilities. Work collaboratively with the relevant MBTA departments to develop workforce planning tools. Provide admin support to maintain appropriate KPIs to measure and report the performance levels within the Right of Way diversion access plan. Support the RDPI in resolving any planning or execution disputes for the diversion planning. Develop and maintain positive relationships between key internal and external stakeholders. Maintain and administer the online ROW Diversion tool. This includes KPI management, user onboarding, troubleshooting, user experience, additional requirements capture and training. Participate in team meetings, staff meetings, organization events and other duties as necessary. Organize and prioritize workload, be pro-active in identifying project needs/requirements. Prepare project-related correspondence, reports, charts, meeting minutes and presentations utilizing Microsoft Word, Excel, Database and PowerPoint. Tableau Desktop experience. Work independently in addressing complex tasks in a time-sensitive environment. Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner consistent with the Authority's Customer Service quality standard. Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees. Supervision None Minimum Requirements & Qualifications Bachelor's Degree from an accredited institution in a related field. Three (3) years full-time (or equivalent part-time) experience working in transportation planning, construction planning, construction management, transit operations, project management, and/or similar experience. Demonstrated focus on data and experience of using data to run complex analysis. Effective organizational, analytical, confidentiality, quantitative, writing, multi-tasking, and time management skills. Proven track record of collaboration, transparency, and problem-solving skills. Demonstrated success working across multiple departments. Excellent verbal and written communication and presentation skills with ability to obtain buy-in with key stakeholders at all levels of the organization (with both technical and non-technical audiences). Experience successfully delivering data tools or analyses to non-technical users. As part of the interview process, an Excel assessment may be required. Substitutions Include A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor's degree requirement. An Associate's degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor's degree requirement. A Master's degree in a related subject substitute for two (2) years of general experience. A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience Preferred Experience and Skills Knowledge of transit construction techniques Experience working and leading teams for a public agency. Knowledge or experience in transit or transportation, including railroad or airline operations. Knowledge of MBTA's assets and how they are managed. Previous experience of engineering planning activities Tableau Desktop experience is very strongly encouraged.
