Primary Function/Purpose: This Consultant, who is global in scope but with a focus on Latin America,will be assigned to undertake work specifically related to the topic area of electoral operations and poll worker training. Activities and tasks under this consultancy may include the following: Technical advice and assistance Assessments and evaluations Program design and development Topical research, analysis, and technical input Engagement with local EMB & CSO partners Training Experience: 10-15years of experience in election administration, operations, and international program management. Minimum of 5 years of experience with international donor-funded activities in related program area. Familiarity with political, economic and social context within assigned region. Proven track record with democracy and governance programming in developing countries; Solid experience working with civil society and in designing and implementing civic programs; Solid experience designing, conducting, and supporting poll worker training; Solid experience working with elections management bodies in election administration capacity development, training, drafting of elections procedures, logistics and planning, election technology, outreach and engagement of electoral stakeholders is required.
