Job Summary:The Senior Labor Compliance Analyst will provide comprehensive support to ensure adherence to labor standards on projects requiring prevailing wages and other specialized labor provisions.Position Overview:This description outlines core responsibilities but is not exhaustive and may include additional tasks as assigned.Key Responsibilities:Review certified payroll for both internal projects and external contractors.Ensure labor compliance across the entire organization.Analyze public and private contracts for labor-related conditions (such as certified payroll, skilled labor, local hiring, and diversity), collaborating with project teams and other departments to create plans that ensure proper monitoring and reporting.Conduct periodic compliance audits on projects.Prepare detailed reports on audit outcomes and recommend necessary corrective actions.Keep current with labor laws and regulations that may impact the company's policies and practices.Assist in third-party or government audits, working closely with relevant departments and the compliance director.Ensure adherence to internal policies and procedures.Build and maintain positive relationships with stakeholders and contractors.Provide labor compliance training for employees, stakeholders, and contractors.Verify payroll, benefits, training contributions, and apprenticeship documentation for compliance with regulations.Issue requests for missing or revised documents and coordinate with contractor representatives to ensure compliance.Utilize compliance software to review and approve payroll records.Serve as the main point of contact for labor compliance questions and concerns.Investigate complaints regarding labor and wage violations.Collaborate with legal teams, government entities, and project management to address and resolve compliance issues.Prepare and submit required reports to federal and state bodies.Compile data for third-party information requests.Perform additional tasks as necessary.Required Skills & Experience:A minimum of five years' experience in Public Works Labor Compliance or Project Labor Agreements, with at least two years in a senior or supervisory capacity.Bachelor's degree in business or a related field is required.Certification as a Labor Compliance Specialist (CLCS) or equivalent is preferred.Extensive knowledge of prevailing wage enforcement, analysis, and auditing.Strong understanding of employment practices in construction and state labor regulations.Expertise in federal, state, and local labor laws, including Davis-Bacon regulations.Proven experience in developing and coordinating compliance procedures across multiple departments.Strong ability to work both independently and collaboratively within dynamic environments, balancing independence with the need for collaboration.Proficiency in Microsoft Office and related software tools.Excellent written and verbal communication skills.Strong interpersonal and professional communication skills.Benefits:Employees and their dependents are offered medical, dental, vision, life, and disability insurance.
