Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPV HR SPEC (MILITARY) T32, Position Description Number PDD2006000 and is part of the AZ JFHQ ARMY, National Guard. Responsibilities THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. The purpose of this position is to supervise and manage, through subordinate supervisors, the following human resource programs: Retirement Services, Casualty Operations/Survivor Outreach Services, Military Funeral Honors, Yellow Ribbon, Domestic Violence Prevention and Suicide Prevention and HSS. Incumbent provides management advisory services to all aspects of program management regarding Soldier Services. Oversees the development and administration of state rules and procedures adapted from policies and guidance. In the absence of supervisor, the incumbent of this position may assume the overall responsibility for the state MILPO duties and responsibilities. Supervises fulltime permanent employees, ensures employees are trained in assigned duties and responsibilities, makes work assignments, considers capabilities, establishes performance standards, evaluates work performance, gives advice and counsel, interviews candidates for positions and approves selection, establishes priorities, ensures technical quality of work products, initiates personnel actions, approves/disapproves leave, resolves employee complaints and exercises disciplinary control. Identifies or consults with subordinate supervisors and HR Specialists on employee developmental needs and provides or arranges for training to maintain and improve job performance. Encourages self-development. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Evaluates subordinate workers performance. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Recommends awards when appropriate. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems. Advises officials at the NGB on problems involving the relationship between the work of the organization supervised and broader programs, and the impact on such programs. Oversees the activities of program areas and ensures that legal and regulatory requirements are met. Reviews the goals and objectives developed by subordinates that integrate organization and military HR objectives and establishes policies and procedures for accomplishment of the same. Establishes analysis systems to ensure actions are timely and reviewed at critical points. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Reviews organization missions, functions, and manning. Provides advice to supervisor of significant issues and problems related to work accomplishment. Supports EEO and labor-management relations programs. Maintains an effective position management program and ensures that position descriptions are accurate. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency. Performs work and supervision in one or more of the following programs: Casualty Operations/Survivor Outreach Services, MFH, Yellow ribbon, and Domestic Violence Prevention and Suicide Prevention. Improves readiness by providing commanders/supervisors at all levels with timely information, effective policy and resources for suicide prevention, intervention and post intervention designed to minimize suicidal behavior. The program aims to preserve mission effectiveness through individual readiness for Service Members, DA Civilians and their Families as well as overseeing Suicide Task Force and Soldier Preventative Maintenance Team. Performs other duties as assigned Requirements Conditions of Employment Qualifications Military Grades: 1LT/O2 - MAJ/O4 Compatible Military Assignments: Must possess 01A SPECIALIZED EXPERIENCE: Must possess 1-year specialized experience equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
