Key ResponsibilitiesStrategic LeadershipOversee FM operations, energy efficiency, and lifecycle works, ensuring compliance with procurement and contract management standardsDevelop and deliver the Council’s capital programme, including schools, corporate property, and carbon reduction projectsSet and monitor strategies for health 'safety, emergency planning, and business continuity in line with legislative requirementsOperational DeliveryManage building inspections, maintenance, and statutory compliance across the estateLead major capital projects to ensure delivery on time, within budget, and to specificationEnsure health 'safety policies are implemented across all services and support investigations of incidentsSupport resilience by preparing for and responding to major incidents affecting Council operationsPeople & Financial ManagementLead a multidisciplinary team and ensure staff are qualified, supported, and developedManage capital and revenue budgets effectively to support Council prioritiesOversee procurement and performance of contractors delivering FM and capital services Person SpecificationQualifications & Training:Degree in Facilities Management or similar (Desirable)Professional accreditation (e.g., CIWFM) (Essential)Project Management qualification (PRINCE2 or equivalent) (Desirable)IOSH/NEBOSH Health & Safety qualification (Desirable)Experience & Skills:Proven leadership in FM and capital projects within local government or large public sector organisationsStrong experience working with senior stakeholders, Members, and multi-disciplinary teamsIn-depth knowledge of property strategy, H&S legislation, and emergency planningStrong financial and project management skillsExcellent interpersonal and communication abilities
