The main emphasis within the Trading & Shipping business is on the safe and reliable delivery of the physical supply and logistical chain, vital for provision of the correct quality and quantity of materials at the right time. In any 24-hour operation, delays and inaccuracies add complication and cost, these need to be minimised where possible. Nowhere is this more important than in the delivery of Feedstocks from the USA to Europe and Far East Asia where INEOS Trading & Shipping is responsible for the operation and optimisation of INEOS fleet of ships and barges. Job Purpose The INEOS Marine Assurance Team (IMAS) provides a single point of assurance to the INEOS Global Business network, ensuring maritime safety is the number one priority. As part of the INEOS Marine Assurance Team, and reporting to the Marine Assurance Manager. The role is responsible for assessing vessels and vessel managers for suitability of use by the INEOS Global Businesses to transport petrochemicals, oils and Liquefied gasses by sea and inland waterways including offshore operations. IMAS assesses via rigorous processes and procedures, including in-house vetting system, SIRE reporting and owner auditing safe working practices, compliance with international regulations, internal policies and standards. The role also provides marine support to INEOS Owned or Operated Terminals, Projects and represents INEOS on appropriate industry Forums or working groups. The IMAS team provides a 24/7 service as part of the On call rota for Out of Hours vetting, marine incidents and Marine Emergency Response. Principle Accountabilities The role holder makes the ultimate judgment on vessels suitability for INEOS businesses, based on rigorous assessment processes in line with industry guidance and marine expertise. To effectively manage the risks associated with marine shipping operations the role requires a robust understanding and consistent application of IMAS standards and procedures. Thorough understanding of industry rules, regulations and guidelines including IMO, OCIMF, SIGTTO and PIANC amongst others. Provide direction and support on vetting or marine queries to 17 different INEOS businesses, enhancing their marine operations and to keep vetting users fully informed as assessments progress. Often in the face of significant commercial pressure to meet commercial requirements. Ensure alignment of processes on the daily, weekly vessel and manager specific data event tasks, which leads to prioritisation of activities. Act as the focal point for all marine engineering matters related to terminals, ships and barges. Participate in terminal audits at INEOS owned, operated and 3rd party marine terminals to evaluate and improve safety and operational performance. Produce formal reports with recommendations, agreed actions and timelines for completion. Conduct Terminal assessments in line with OCIMF MTMSA Respond and lead on Marine aspect of Port and Terminal incidents as part of the on-call function for INEOS Group reaction to emergencies. Lead on maritime aspects of Ship/Barge incident investigations and assess incident reports submitted by vessel operators as part of the ongoing vessel assessment process. Provide marine support and direction to Grangemouth infrastructure assets, Finnart Terminal & Grangemouth port and INEOS FPS Locally and other INEOS businesses remote to Grangemouth who operate marine facilities and/or have marine logistics operations. Carry out Time Charter and Ascare ship inspections to INEOS and industry standards whilst ensuring the INEOS Life Saving Rules, Behavioural and Process Safety principles as part of the inspection regime. Ensure that subsequent formal reports with recommendations are of the required quality for distribution to and evaluation by international users and are followed up and implemented. Participate in ship owner/operator audits to evaluate and improve service provision against IMAS Standards. Produce formal reports with recommendations, agreed actions and timelines for completion. Deputise if required for the Senior Marine Assurance Superintendents during periods of absence to coordinate daily task distribution for other team members. Validate and submit invoice requests to Financial Accounts for ship inspections, audits or other specific activities. Monitor Industry and legislative changes making recommendations to update or create new standards to meet these changes. Represent INEOS in appropriate industry working groups or forums when directed. Support INEOS Projects as required by the Marine Assurance Manager. Provide out of office hours coverage as required to support ongoing business continuity matters. Job Requirements Ability to work across multiple businesses with differing priorities, both within and out-with the INEOS Group at all levels. Provide out-of-hours vetting and emergency response support on an on-call rota. Ability to work on your own initiative with minimum supervision including planning work schedules in good time to meet agreed objectives. Ability to influence IMAS users within INEOS and the broader Marine Industry to continuously improve their marine standards. Have the robustness of character not to be swayed in matters of safety under the pressure of commercial imperative. Ability to be flexible when required to meet occasional out of hours work requirements due to the 24 hour nature of marine operations. Available to travel extensively for meetings and inspections globally. At least 50% travel may be required. Qualifications, Knowledge and Skills Must have: A minimum of 10 years seagoing experience, preferably sailed as Master or Chief Engineer on Oil, Gas and / or Chemical Tankers. At least 60 months of actual sea time of which at least 24 months as a senior officer. Thorough knowledge of LNG / LPG and Ethane vessels with working knowledge on various engine types. At least 2 years experience ashore in ship management or energy majors. Hold a valid and unrestricted car-driving license for Country of employment. Preferable : Experienced in terminal assurance and / or terminal operations. Experience in ship repair and ship building. Exposure to inland barging and project management will be an added advantage. Good knowledge of all EU inland waterways operations and legislations. Qualifications: A Class 1 Certificate of Competency (Master Mariner or Chief Engineer). Knowledge: The jobholder will require expert operational, technical and safety knowledge of chemical, oil and gas tanker operations through serving on such vessels in a senior position and/or being previously employed in an appropriate ship or terminal management position ashore. Advanced understanding of Port Operations, Towage, Dredging and interfaces with regulators. Skills: Has necessary skills to engage and influence successfully with third parties in industry and influence where required. The incumbent must be a good communicator and demonstrate an ability to make wise and substantiated reasoned decisions in a variety of circumstances when time or commercial pressures may be present. The individual should be a good team player with the ability to contribute to solving demanding operational problems and have a can-do attitude including being a good listener to other ideas and making balanced decisions.
