What is Corporate Services? The Directorate of Corporate Services is responsible for the effective delivery of Corporate Services to the Maritime & Coastguard Agency (MCA). Corporate Services includes Communications, Procurement, Finance, Health & Safety, Human Resources, Internal Audit and Assurance, Programme Management Office, Property &Facilities, and Regulatory Compliance Investigations. Human Resources is a key enabling function responsible for the planning and delivery of the MCA's People Strategy and a full range of HR services including Organisational Design and Development, Talent Management Employee Relations, Volunteer support, Reward and Resourcing, Planning and Governance. Who is the Resourcing Manager? The Resourcing Manager reports to the HR Resourcing Lead within Human Resources and is responsible for supporting the delivery of the agencys resourcing and attractions strategies whilst ensuring governance to MCA and Department for Transport (DfT) processes and wider Civil Service Recruitment Principles. The Resourcing Manager will play an instrumental role in developing resourcing solutions to recruit the best talent across the MCA. A key element of the role will be to support the HR Resourcing Lead in the leadership of the resourcing team, by managing a team of Recruitment Advisors. Your responsibilities include but are not limited to: Support the HR Resourcing Lead in the delivery of the resourcing and attraction strategies. Ensure that all recruitment is conducted in line with the Civil Service Recruitment Principles and relevant employment legislation, maintaining robust governance. Line management of a team of Resourcing Advisors: Oversee day-to-day management and priorities of the Resourcing Team, identifying and enabling opportunities for efficiency and innovation. Working with the Resourcing Advisors to ensure the development and delivery of social communications to promote recruitment campaigns. Set clear and achievable objectives in line with organisational goals, and wider recruitment strategy. Identify skills gaps and continually develop the skills of the resourcing team, by providing advice, guidance and training. Have oversight of all recruitment activity, including permanent, fixed term appointments, contingent labour, manual recruitment and internal expression of interests. Overseeing the end-to-end recruitment process for national, operational, senior and critical roles, providing advice on volume recruitment, attraction and assessment. Design and deliver workshops to develop managers in all aspects of recruitment. Support the HR Resourcing Lead in enhancing the MCA Employer Brand and developing strategy to enhance and promote our EVP. Liaise with a wide range of stakeholders, to ensure campaigns run smoothly and develop effective relationships. This includes but is not limited to: Government Recruitment Service (GRS), the DfT Departmental Resourcing Group (DRG), recruitment suppliers, internal hiring managers and candidates. Oversight of the Contingent Labour process, including advising line managers of their options, requirements and the DAC (Department Approvals Committee) approvals process. Interpreting HR Management Information and recruitment metrics to suggest and drive process improvements. Person specification To be successful as the HR Resourcing Manager, you will have: Proven experience in end-to-end recruitment processing, including sourcing, assessing and onboarding. Demonstrable stakeholder management, consulting and advisory skills. Experience of managing a high-performing team, including training, development and coaching. The successful candidate will also hold CIPD Level 5 qualification (or willing to work towards) or equivalent HR/Recruitment qualification, or have equivalent experience. Additional Information This role will be based in the Southampton HQ. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work. The expectation is that you will spend a minimum 60% of your working time based at your principal workplace or out on official business . Details of the arrangement will be discussed further with your line manager. There may be a requirement for occasional travel on official duty within the UK, which may involve overnight stays.
