Technical Superintendent / Senior Technical Superintendent Educational Qualification Requirements: BE/B.Tech: Marine Engineering Work Experience : Chief Engineer with Offshore Technical exposure (Min 3-4 yrs as Tech Supdt / Senior Tech Supdt; Should be MOT Class 1; Experience of 4-5 yrs as Chief Engg) Industry : Marine/ Shipping Exposure : Must be in Bulk Carrier Purpose of the Position: Ensuring that the ships are operated in compliance with Company’s policies and KPIs, all applicable national and international laws and in accordance with budgets approved. Verifying compliance with the Safety and Quality systems and take necessary action to rectify deficiencies found. Being the responsible authority for the ships under his control in respect of the following : - Follow up of ship-shore information system Validity of Class and National Certificates Repairs Maintenance Taking all decisions in respect of the ship under his control within the budgetary constraints and with following exclusions : Orders for spare parts and stores upto an approved amount Final Choice of Drydock and repair yard Decisions on major contracts Unbudgeted expenses Company policies Acting as the approval body of senior staff on board of the ships in consultation with the CTO and the CEO. Handling team of other Superintendents under him Detailed Responsibilities: Ensuring that all vessels under his charge are operated in accordance to the Company’s SMS and conducting a Safety Committee Meeting with all staff on board and briefly report his findings. Monitoring Vessel Performance. Ensuring that all aspects of shipboard operations and management give top priority to Safety, Quality and Environment Protection Giving instructions and guidance on company systems to vessels from time to time Preparing vessel operating budgets including detailed Budgets for Maintenance, repairs ,dry-docking, surveys, lube oil, stores & spares and optimize costs Explaining variance between budget and Actuals, identifying areas for improvement and taking positive action on items/variance so identified. Taking measures to keep the expenses within the budget such as motivating ship-staff, improving their cost awareness by advising Master and Chief Engineer regularly on cost aspect Organizing supplies at most economic intervals/costs/ports Monitoring the survey cycles, statutory survey requirements and attending important surveys physically on board. Planning, executing and Supervising dry dockings and major repairs and arranging for stores, spares etc. to be supplied in time and at most economical costs. Monitoring consumption of spares/lube oil and bunkers, studying technical performance of the vessels Overseeing Supply of Welfare items in conjunction with Fleet personnel and Quality departments Scrutinizing spares / stores / Lubes, indents received and approve repair lists submitted by vessel’s master and Ch. Engineer and coordinate with Master and chief engineer on the matter and Sanction for payment after receipt of the same on board the vessel. Scrutinizing all invoices for supplies and repairs and verifying same through shipboard receipts and consumption. Checking Crew overtime and wage bill of staff on board Advising Commercial/Operations department when required on achievable speed/consumption levels. Remaining updated on requirements/changes in statutory/class/rules/developments and updating ships requirements that are current. Updating departments on current rules/regulation and changes in technology that are in effect. Reporting on vessels while maintaining quality, necessary details and correctness in a timely and precise manner. Replying to every communication that is important. Liaising with Flag state and arranging FSI in time as it becomes due and guiding the vessel and providing necessary resources for the same. Preparing Appraisals of Masters and Chief Engineers and involve in training & development of floating and shore staff to obtain desired output and motivation level. Controlling the quantum of repairs given to outside workshops by encouraging ship-staff to tackle on board while supplying necessary materials and equipment. Planning and providing workshop assistance to the vessels as and when required while exploring possibilities of reducing costs towards Repairs and Maintenance Monitoring and identifying reasons for any abnormal or excessive wear and tear and developing means for minimizing or avoiding same Inspecting the vessels under his charge while complying with required norms Being an effective team member in the emergency response team and contributing to contingency planning for major breakdown/emergencies. Coordinating with Operations department and liaising with insurance/salvage surveyors and assisting in preparation of claims. Attending to matters for ship registration, reflagging and preparation of all documents as per flag/ national requirements for vessels being taken over Carrying out pre-purchase / pre-takeover inspection of vessels and condition surveys and assessing cost estimates, planning, execution and supervision of major retro-fits and conversion projects. Ensuring that documents and reports are regularly received from the ships, going through and acknowledging for all reports and reverting with comments as required. Checking and guiding on condition of safety equipment, records, filing on board and ashore, navigational equipment and structural integrity of the ships under his control and carrying out audits if required Guiding Purchase department on Purchase of Spares, Monitoring and Controlling Spare Parts supply to vessels while advising other departments and vessel on Minimum spare inventories to be maintained based on the experience factor and trade route of the vessel. Reviewing and provide inputs for carrying out necessary amendments / changes of technical aspects of office manual / shipboard manual in line with NCRS / current regulations in force, in coordination with QST department. Reviewing feedback in ISM forms received from vessel(s) (under his charge) and ensuring compliance. Carrying out self-assessment in accordance with MS notice under the directives of DPA Responsible for ensuring that vessels are in full regulatory compliance of environmental laws. Keeping the CTO and CEO informed of all deficiencies found and be a backup for the CTO / Other Superintendents during their absence. Ensuring that vessels are in full regulatory compliance of environmental laws and reporting on the performance of the environmental management system, on board their ships to the CTO for review.
