PURCHASE MANAGER We are seeking a highly experienced and results-driven Purchase Manager to join our team in the testing and analysis industry. With a minimum of 15 years of experience in procurement, you will be responsible for overseeing the entire purchasing function for critical testing and analytical equipment, materials, and services. Your extensive experience will help streamline processes, negotiate favorable contracts, manage supplier relationships, and ensure the timely availability of high-quality materials, all while maintaining cost efficiency and compliance with regulatory standards. Key Responsibilities: Leadership and Strategy Development: Lead the purchasing team to create and implement comprehensive procurement strategies to support the testing and analysis operations. Oversee the entire procurement cycle, ensuring alignment with organizational goals. Vendor and Supplier Relationship Management: Identify, develop, and maintain strong relationships with key suppliers of testing and laboratory materials, chemicals, and specialized equipment. Negotiate long-term contracts and favorable terms, ensuring the best value and service quality. Cost Optimization and Budget Management: Drive cost-saving initiatives across the purchasing function without compromising quality or service. Develop, manage, and monitor purchasing budgets to ensure optimal financial performance. Quality Assurance and Compliance: Work closely with the quality assurance team to ensure all purchased goods meet high industry standards and regulatory requirements. Ensure compliance with health, safety, and environmental regulations. Advanced Procurement Processes: Oversee complex procurement processes for high-value and technical items used in testing and analysis. Lead tender processes, request for proposals (RFPs), and vendor evaluations. Risk Management and Contingency Planning: Identify potential risks in the supply chain and procurement activities, developing and implementing risk mitigation strategies. Create and maintain contingency plans for supplier disruptions and shortages. Inventory and Resource Planning: Collaborate with operations and inventory teams to ensure a continuous supply of materials and equipment, preventing delays in testing or analysis. Implement and optimize inventory management systems to maintain ideal stock levels. Team Development and Training: Mentor and lead a team of purchasing professionals, providing training and development opportunities. Ensure the team’s capabilities align with the evolving needs of the organization. Cross-Functional Collaboration: Partner with R&D, laboratory, and operations teams to understand the technical and material requirements, ensuring the seamless procurement of specialized items for testing and analysis. Performance Metrics and Reporting: Develop and track key performance indicators (KPIs) to measure procurement performance and supplier effectiveness. Prepare and present comprehensive reports to senior management on procurement activities, cost savings, supplier performance, and inventory levels. Sustainability and Innovation: Drive initiatives aimed at incorporating sustainability into the procurement process, promoting eco-friendly products, and leveraging innovative solutions to meet business needs. Process Improvement: Continuously assess and improve procurement processes and systems, ensuring they are efficient, scalable, and aligned with industry best practices. Qualifications: Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related field. A Master’s degree or professional certification (CIPS, CPSM, etc.) is a plus. Minimum of 15 years of experience in procurement and purchasing, with at least 8 years in a leadership or managerial role within the testing, laboratory, or analytical industry. In-depth knowledge of procurement processes, vendor management, and contract negotiations within the testing and analysis domain.
