1. POSITION VACANT: Disability Inclusion Manager , Keystone Human Services India Association, Ranchi, Jharkhand/New Delhi 2. ORGANIZATIONAL BACKGROUND: Keystone Human Services India Association (KHSIA) is dedicated to improving the quality of life for people with disabilities, who often face segregation and limited access to community support. Registered under Section 8 of the Companies Act, KHSIA focuses on promoting inclusion and developing alternatives to institutional care. For more information, please visit Project Overview (CAFT-India) The CAFT-India project, a five-year initiative supported by USAID and RIST, focuses on strengthening local systems to support children, particularly those with disabilities or in adversity. Managed by a consortium led by Keystone Human Services International, it aims to provide nurturing environments for at-risk children and reintegrate those in institutional care into families. The project builds on existing care reform efforts, including Mission Vatsalya, and involves civil society organizations in decision-making to promote inclusive, sustainable care models across India. 3. JOB DESCRIPTION/ RESPONSIBILITIES: Reporting to the Inclusion Director (ID), the Disability Inclusion Manager (DIM) will provide direct implementation and coordination support and have expertise in inclusive programming based on the principles of the UN Convention on the Rights of Persons with Disabilities (CRPD) within the USAID APCCA project, Children and Families Together – India (CAFT-India) project. The DIM will work under the guidance of the ID and be responsible for supporting the design and implementation of interventions in the state of Jharkhand to prevent the institutionalization of children as well as developing trajectories for transitioning towards deinstitutionalization and community inclusion. S/he will work closely with CAFT-India’s partners and at the state and community level. Specific Job Responsibilities: (A) Project Coordination: The DIM will work under the direction of the ID and under the overall guidance of the Chief of Party (COP). S/he will be responsible for supporting the design and implementation of interventions to prevent the institutionalization of children with disabilities as well as for developing trajectories for transitioning away from institutions and towards family reunification and community inclusion. The DIM will institute parameters to ensure that persons with disabilities and their representative organizations are fully included in this initiative at the state-level. S/he will be responsible for effective program management and implementation to support local organizations, community groups, government staff and stakeholders. The position shall focus on children with disabilities including those with intellectual, developmental sensory, neurological, and psychosocial disabilities. (B) Technical Expertise: As local, regional, statewide, and national efforts towards alternatives to institutional care for children and youth are developed, this position will work to ensure that children with disabilities are included in the action of the project geared towards deinstitutionalization. The DIM will ensure that the principles enshrined in the CRPD and the CRPD Committee’s Guidelines on Deinstitutionalization are prioritized in the design and implementation of all project activities at the state level. Under the leadership of the Inclusion Director , s/he will liaise with the project team and other allies to assure all assistance provided is inclusive, technically sound, justifiable, and measurable against activity objectives and targets. The DIM will ensure the quality, timeliness, and efficiency of all products and activities generated under CAFT-India. (C) Training and Knowledge-Sharing: The DIM will work closely with the ID and the Inclusive Practices Capacity Building Manager in the development of a robust educational and training program for local, regional, statewide, and national audiences, centered on best practices in community inclusion, family and child-centered planning, and family reunification for children with disabilities. Together with CAFT-India Technical Experts, the DIM will support the production of high-quality, accessible content on disability inclusive care reform best practices and accessible learning materials, such as technical briefs, case studies, policy briefs, tools, guidelines, and frameworks that reflect the principles set by international standards on care reform. S/he will also actively support the effective collection, analysis and use of data and information for quality reporting, accountability, and continuous learning. (D) Advocacy and Outreach: The DIM will support the ID and the CAFT-India team to facilitate the project’s strategy to support states to develop their own care reform strategies, with children with disabilities as a priority, and support momentum building for states’ strategies to drive care reform at the national level. This may include policy analyses, stakeholder engagement, and public outreach strategies. S/he will, under the guidance of the ID , collaborate with CAFT-India Technical Experts on targeted technical assistance and learning exchanges. The DIM will also liaise with Organizations of Persons with Disabilities (OPDs), self-advocacy groups, to build partnerships and engage them in CAFT-India’s work. 6. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES: Qualification: Applicants must have a Masters or Bachelors in a discipline related to disability studies and inclusion, human rights, social work, child protection, or other relevant field. Experience: (1) A minimum of 5 years of professional experience in comparable national or state level projects, preferably in programs geared towards inclusive practice and disability inclusion; (2) Proven experience in project management, coordination or implementation: (3) Strong understanding of inclusive programming based on the principles of the CRPD; (4) Strong understanding of support services for children with disabilities including Community Based Rehabilitation, early childhood intervention, inclusive education, assistive technology, among others; (5) Strong understanding of international frameworks such as the CRPD and international frameworks on deinstitutionalization of persons with disabilities: (6) Knowledge of national laws and policies on disability; (7) Demonstrated experience in promoting the rights of persons with disabilities and partnership with Organizations of Persons with Disabilities (OPDs); (8) Demonstrated experience of working with Organizations of Persons with Disabilities representing underrepresented groups of persons with disabilities such as persons with psychosocial disabilities, persons with intellectual disabilities, etc; (9) Experience of working with international development programs in India; (10) Understanding of the international and Indian child protection and care legal and policy frameworks; Skills and Competencies: (1) Excellent communication and interpersonal skills, with the ability to effectively engage and work collaboratively with diverse stakeholders; (2) Proficient in spoken, written, and reading Hindi and English, with strong verbal and written communication skills; (3) Must be willing to travel. (C) Regulations and Compliance: (1) Accurately complete required documentation within the prescribed timeframes; (2) Adhere to all licensing, federal, state and local regulations as well as health and safety policies; (3) Maintain confidentiality standards in accordance with all company and regulatory standards; (4) Maintain strict adherence to the organization’s safeguarding policies, ensuring children and vulnerable adults coming in contact with KHSI are treated with respect and are free from abuse. 7. COMPENSATION OFFERED: Gross compensation budgeted for the position is attractive and in alignment with salaries paid by leading I/NGOs for similar roles.
