Job Title: Compliance Manager (Low-Income Housing Tax Credits - California Properties)Location: Remote (India)Work hours: Eastern Standard Time Zone Reports To: Director of Compliance (US-Based)Employment Type: Full-TimeAbout Us:We are a California-based affordable housing developer, owner, and manager specializing in Low-Income Housing Tax Credit (LIHTC) properties. We are committed to maintaining the highest standards of compliance and integrity in all of our operations. Position Summary:The Compliance Manager will be responsible for ensuring that our California LIHTC portfolio remains fully compliant with all applicable federal, state, and local regulations, as well as lender and investor requirements. Operating remotely from India, you will provide critical support to our U.S.-based compliance team by overseeing tenant eligibility, certification processes, recordkeeping, and reporting. The ideal candidate has a strong background in financial regulations or governmental compliance and exceptional attention to detail. Key Responsibilities: Regulatory Compliance & MonitoringOversee and maintain compliance with Federal LIHTC guidelines, California Tax Credit Allocation Committee (CTCAC) regulations, and any additional state and local affordable housing rules.Continuously review and interpret changes in relevant regulations, ensuring timely adaptation of policies and procedures.Tenant Eligibility & CertificationsReview and approve tenant income certifications, re-certifications, and other documentation to ensure compliance with established rent and income limits.Monitor lease-up procedures, waiting lists, and occupancy standards to maintain regulatory compliance.Provide guidance and training to on-site property management teams on proper tenant file documentation and certification procedures.Recordkeeping & DocumentationMaintain accurate and complete tenant files, including electronic records, ensuring compliance with document retention requirements.Develop and implement standardized file audit checklists and quality control measures.Regularly conduct internal file audits, identify discrepancies, and provide corrective action recommendations.Reporting & CommunicationPrepare timely compliance reports and annual certifications for submission to investors, lenders, syndicators, and regulatory agencies.Assist with the preparation of responses to external audits, investor reviews, and agency inspections.Communicate findings, updates, and requirements to property management staff and leadership teams, providing clear and concise guidance.Policy & Procedure DevelopmentDevelop and update internal compliance policies, standard operating procedures, and training materials as regulations evolve.Assist in integrating best practices into daily operations to streamline compliance processes.Training & SupportProvide ongoing training and support to property management staff, ensuring they understand and effectively implement LIHTC and other regulatory requirements.Act as a resource for compliance-related inquiries and issue resolution. Qualifications & Requirements: Education & Experience:Bachelor’s degree in Finance, Accounting, Business Administration, Public Policy, or related field.Minimum 3-5 years of experience in compliance, auditing, or regulatory oversight, preferably within affordable housing, LIHTC properties, or a governmental/financial institution. Technical Skills:Strong familiarity with the Low-Income Housing Tax Credit program, especially California-specific requirements from CTCAC.Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).Experience with affordable housing management software is a plus. Core Competencies:Exceptional attention to detail, accuracy, and documentation skills.Ability to interpret and apply complex regulatory requirements.Strong analytical and problem-solving abilities.Excellent verbal and written communication skills in English.Capable of working independently and as part of a remote, cross-functional team. Additional Requirements:Must be able to work flexible hours to accommodate time zone differences and meet U.S. deadlines.Willingness to participate in ongoing professional development and compliance training. What We Offer:Competitive salary commensurate with experience.Opportunity to work with a mission-driven organization making a positive impact.Professional growth through ongoing training and exposure to U.S. affordable housing compliance standards.If you are passionate about regulatory compliance, have a keen eye for detail, and want to contribute to improving affordable housing conditions in California, we invite you to apply for this rewarding remote opportunity.
