The Opportunity: Procurement Manager Waterfront Toronto is seeking two Procurement Managers . As a highly experienced project procurement specialist, they will manage and coordinate the procurement process of various projects including complex, high-profile, high-value projects (e.g., multi-year consultant and construction contracts, and construction manager contracts), in accordance with established public procurement policies and procedures and industry best practices. Key Responsibilities: Manage all aspects of the procurement process, from initial documentation preparation to contract award and negotiation, in accordance with public procurement best practices and Waterfront Torontos procurement policies. Recommend appropriate procurement and delivery methods based on specific requirements, procurement policies, and public procurement best practices. Provide expert guidance and strategic advice on procurement processes and documentation to project managers, internal teams, and external consultants. Lead and manage the evaluation process, including the facilitation of evaluation team meetings and award recommendations. Prepare and negotiate terms and conditions of contracts, including supplementary conditions to CCDC and RAIC/OAA documents, as well as general terms and conditions. Organize and chair pre-bid meeting and site tours, and oversee the proponent debriefing process Identify, monitor, and manage potential conflicts of interest throughout the procurement process. Assess Waterfront Toronto partners procurement policies, procedures, and practices to ensure compliance with obligations under Delivery Agreements. Review procurement requisitions (PRs) for compliance and provide final approval. Skills and Qualifications: In-depth knowledge of public procurement practices and documents (RFx, including negotiable RFPs, tenders, and contracts). Strong understanding of Broader Public Sector Procurement Directive (BPSD), relevant legislation, and trade agreements applicable to public procurement. Minimum of 5 years of experience in managing procurement components for construction-related contracts, with expertise in procurement administration and management for construction projects using applicable theories, principles, and practices. Thorough understanding of contract law and legal aspects of procurement (CCDC2, CCDC5B, CCDC14, CCDC31, RAIC, OAA). Ability to work effectively in a fast-paced, complex environment with minimal supervision, exercising sound judgment in commercial, procurement, and transactional matters. Superior verbal and written communication skills, with strong negotiation, listening, and interpersonal abilities. Strong attention to detail, organizational skills, time management, research, and analytical abilities. Leadership skills with a proven ability to provide strategic advice, guidance, and expertise in all areas of procurement. Post-secondary education and/or a purchasing designation would be considered an asset. Salary: We offer a competitive salary. Other Considerations: During this time, Waterfront Toronto is operating in a hybrid work environment with employees currently required to work in the office three days a week, for collaboration and engagement purposes. Employees have the option to work remotely for the remainder of the week. This is subject to change by the Corporation.
