New Value Solutions, a national IT consulting company is seeking a Procurement Consultant to lead, manage and undertake competitive procurement projects for User Departments on as, if and when requested basis by the respective Procurement Services Department. Consultants will provide advice and serves to assist User Departments to select the best value supplier for their specific requirements while adhering to all Canadian procurement and contract laws. Responsibilities: Perform needs assessment, develop business case, perform risk assessment. Assist with development of terms of reference documentation for User Department approval. Identify and develop procurement strategy. Research, create, review, comment and provide input into solicitation documents; Chair vendor/proponent meetings. Respond to vendor/proponent enquiries, in consultation with User Department staff. Create, review and provide input into the evaluation plan and booklets. Provide advice during evaluations. Evaluate submissions. Chair evaluation consensus meetings. Review and provide input into scoring overviews and synopsis of evaluation notes. Notify proponents of evaluation results/short-listed results. Create, review and provide input into the presentation plan and booklet. Chair short-listed presentation meeting(s). Assist with preparation of briefing notes and summary of the procurement process. Participate in proponent debriefings. Assist with contract negotiations. Review and comment on contract. Draft contract documents. Provide administrative support for the procurement process. Maintain the original procurement file for future reference. Provide advice in support of ongoing contract management. Provide advice/assist with contractor evaluation. Provide advice, review, and assist with post-contract evaluation report. Provide support/advice for any vendor conflict resolution and/or vendor complaint processes. Provide vendor training specific to User Department needs in support of supplier development. Requirements: Proposed Consultants should have the following experience specific to one or more Canadian public sector entities, for example federal, provincial, or municipal governments, public schools and post-secondary institutions, health authorities, etc. Five or more years experience in the past ten (10) years managing competitive procurement projects. Led five (5) or more RFP projects within the past (3) years that resulted in successful proponents and signed contracts, where the proposed Consultant. Was the primary writer for the solicitation document. Chaired related meetings. Was the primary writer for the evaluation criteria documentation. Ensured team evaluation decisions and documentation were accurate, compliant with Canadian procurement law and the RFP, and appropriately documented. Led debrief sessions with unsuccessful proponents; Has used BC Bid website and Bonfire software hands-on for these projects. Led three (3) or more RFP projects within the past five (5) years that included scored shortlist processes, such as interviews, demonstrations, presentations, etc. Experience evaluating proposals for three (3) or more projects within the past five (5) years. Been part of a team that negotiated five (5) or more contracts within the past ten (10) years that resulted from a RFP process. Experience with developing needs assessments, business cases, and risk assessments. Experience within the Canadian public sector will be considered preferred when evaluating proposed Consultants. Proposed Consultants should have formal education namely a diploma or a degree in a related business field. A proposed consultant with a procurement designation or certificate is considered an asset or preferred qualification.
