This includes: developing detailed programming specifications writing and/or generating code compiling data-driven programs, maintaining,Project Background InformationSupport and enhance the CCIS (Child Care Inspection System) application hosted on the GeoHub platform. GeoHub serves as a comprehensive geospatial data discovery platform for childcare related programs. This ongoing initiative prioritizes the consolidation of geospatial data, conducting spatial analysis, and generating map visualizations. These efforts aim to empower the Division by uncovering valuable insights and trends that inform policy and funding decisions.Responsibilities/Assignment DeliverablesProvide technical expertise and project leadership in the design, development and maintenance of specialized systems applications using Geographic Information System (GIS) technology including analyzing client ministries business needs in relation to client's programs and services delivery requirements and providing solution optionsConduct joint application development sessions, feasibility studies, cost benefit analysis and create prototypesDesign and construct application development plans and technical specification documentsResearch trends in the use of GIS and maintain contacts with industry and other I&IT inter/intra-ministerial committees and task forcesLead and develop geoprocessing and GIS web servicesLead and develop server-side geoprocessing and automation scriptsIdentify and lead continuous improvement activities to streamline technical processes and to keep up with emerging trends in technologyActively transfer knowledge and train team members to build technical capabilities within the unitRequirementsTechnical Skills: (65%)Knowledge and experience with: 3-tier systems design, Geographic Information Systems (GIS) theory, cartography, spatial information principles, model building, geo-processing, and the ESRI suite of ArcGIS applications; knowledge of web-service technology including data transfer, Web Mapping Services (WMS), and Web Feature Services (WFS)Advanced experience with:ArcGIS Pro as primary desktop GIS application and advanced knowledge of Geoprocessing toolsManaging & publishing services for ArcGIS Online, ArcGIS Portal and ArcGIS ServerDeveloping web-based applications using Esri tools such as ArcGIS Enterprise, ArcGIS Dashboard, Experience Builder, Arcade or ESRI Web API for JavaScript, ArcPyExperience with structured programming (R, Python).Experience with front-end development using .NET framework, JavaScript, HTML, CSS, Responsive DesignUnderstanding of spatial database design, management, architecture, access techniques and data integration.Knowledge and understanding of Azure Cloud technologies and protocolsKnowledge and understanding of data transfer methodologies and structures including SOAP, REST, AJAX, XML, and JSO.Experience creating maps and applications which adhere to WCAG AA 2.0 for accessibility Have experience with Oracle, Azure SQL, MS SQL Server database management, PL/SQL, stored procedures, db triggersAnalytical and evaluative skills: (15%)Evaluative skills to assess client needs and requirements, interpret results, and determine appropriate solutions.Experience with analyzing data using a variety of methodologies and techniques (e.g., spatial analysis) and compile, produce and maintain geographic datasets.Identify the most efficient methods for development, evaluating software trends to provide technical advice to management.Conduct feasibility studies and cost/benefit analysis to determine the appropriate technology for the client.You can translate enterprise information requirements into system specifications and detailed programming/testing of applications.Project Management, Communication, and Customer Service Skills: (15%)strong oral and written communication skills to prepare reports, presentations, systems documentation and training materials with proven consultation and advisory skillsproven ability to provide practical and proactive customer servicestrong skills in project scoping and planning (risk & mitigation, schedule, communication), as well as monitoring and controlling project executiondemonstrated administrative and technical leadership skills to control project deadlines and provide technical guidancePublic Sector Experience: 5%MUST HAVES: Proficiency in GIS Software like ArcGIS Enterprise for creating, managing, analyzing, and visualizing spatial data.Knowledge of programming languages such as Python and JavaScript is crucial to automate GIS tasks and developing interactive web maps.Understanding how to collect, store, and manage spatial data efficiently like working with databases like PostgreSQL/PostGIS.The ability to analyze spatial data and derive meaningful insights to solve complex geographic problems.overall 10+years of experience needed.
