The Development Engineering Manager is responsible for leading, managing, and coordinating the professional, technical, and support functions within the development engineering division of the Development Services Department. Position Responsibilities Lead, manage and coordinate the professional, technical and support functions of the Development Engineering and Land Management branches of Development Services. Ensure assignment and timely review of all plans and documents. Ensure financial record keeping (i.e. Securities), records management and filing carried out accurately and in a timely manner, in accordance with FOIP standards and City Information System Guidelines. Prepare, present, implement and monitor the Operating Budget for Development Engineering branch. Staff recruitment, orientation, training, coaching, reviews, recognition, and overall performance management of staff. Archive Development Engineering files. List files for destruction and approval by Council. Provide direction and support to staff. Undertake projects such as analysis / review and recommendations for changes to design standards. Develop and review Requests for Proposals, evaluation of Proposal submissions relating to engineering services. Preparation of Client Engineering Agreements relating to engineering services for various studies, design and / or construction. Provide technical input and participate in the preparation, interpretation and amendments to statutory and long-range planning documents. Review and comment on planning and development applications. Review, approve, provide direction on Design Reports and Supplementary Reports. Review and approve all relevant pre-planning documents. Prepare, assign, coordinate and/or monitor compliance of Development Agreements and other agreements resulting from subdivision, planning and development permit applications. Coordinate City review of engineering drawing. Ensure development of municipal infrastructure conforms to Area Structure Plans, Master Plans, Functional Studies, Design Reports, Supplementary Reports, Outline Plans, City Standard Guidelines, Provincial Standards and any other relevant document. Establish and maintain an effective relationship with City Developers and their Consultants, other City Departments and employees, external agencies and the public related to new infrastructure. Qualifications A post-secondary degree in Civil Engineering, Urban Planning, or related field. Professional Engineer (P.Eng) through APEGA, or alternatively a Professional Technologist (P.Tech) through ASET. 7 years of related experience in planning, municipal engineering, and land development. Minimum of 3+ years leadership experience, preference within the municipal land development sector. Demonstrated knowledge and experience with the Alberta MGA and other regulatory legislation. Excellent verbal and written communication skills. Ability to develop, interpret, implement, and adhere to organizational strategy, business plans, budgets, policies, and procedures. Hours The standard workweek consists of an average of 40 hours, with the specific schedule being determined by the immediate supervisor. Compensation Starting Salary $57.36 per hour as per the Out-of-Scope Agreement. Benefits Comprehensive benefits package.
