Job Title: Business Analyst (Level 3)Job Location: Toronto, ON (Hybrid)Job Duration: Long TermJob Description:The Ministry is seeking a Business Analyst (Level 3) to join the Project Management & Program Delivery team. The selected candidate will collaborate with the core project team, solution delivery vendors, and other stakeholders to support the design, implementation, and testing phases of critical projects within the Transportation Safety (TS) Division.Key Responsibilities:Provided support throughout the design, implementation, and testing phases of the project.Regularly report progress, issues, and risks to Project Management, proposing mitigation strategies as needed.Lead or participate in teams developing solutions within the Transportation Safety Division.Conduct feasibility analysis, project scoping, and work estimation.Facilitate Joint Requirements Planning (JRP) and Joint Application Design (JAD) sessions.Analyze and map current and future state processes and data models.Develop, document, and validate business and system requirements using ministry-approved tools and templates.Review and provide feedback on technical design documents.Conduct and participate in walkthroughs at key project milestones.Ensure knowledge transfer to the TS Division and I&IT Cluster throughout the assignment.Follow guidance from the Project Manager and Lead Business Analyst.Key Deliverables:Business cases and Requests for Bids (RFBs)Business requirements, rules, and process modelsSystem requirement specifications and business/system use casesData requirements/models (conceptual and logical)Functional and non-functional requirements documentationRequirements traceability matricesUser stories, epics, themes, and sprint backlog planningUser interface specifications, prototypes (low/high fidelity)Report specificationsTest plans, strategies, and test casesDocument risks, issues, and mitigation plansProject status reports and work plansBusiness and architecture documentation required for enterprise architecture governanceOther relevant project documentation as requiredDevelopment & Testing Support:Assist development teams during build and testing phases.Review test strategies, plans, and test cases.Manage and track defect logs.Conduct application testing and support end-user inquiries.Defined integration and user acceptance test (UAT) plans.Identify and resolve project issues, coordinating interdependencies with other teams.Maintain all documentation in a shared project library.Required Skills & ExperienceModeling & Methodologies (25%)Expertise in Software Development Life Cycle (SDLC) using Agile, Waterfall, and Iterative methodologies.Experience in leading sprints and iterative delivery.Strong background in Business Object-Oriented Modeling (UML tools & techniques).Knowledge of Public Sector Digital Service Standards and Zachman framework.Familiarity with Public Sector Architecture Governance processes.Technical Skills (15%)Experience working in large-scale mainframe and mid-tier environments.Hands-on experience with online batch systems and financial reconciliation transactions.Understanding of legacy systems transformation, particularly with COTS solutions (e.g., Oracle Siebel).Proficiency with tools such as Azure DevOps, Jira, HP ALM (Quality Center), PowerDesigner, and Power BI.Experience in prototyping and mock-up development.Business Analysis (25%)Strong experience in stakeholder engagement, requirements gathering, and documentation.Ability to develop business cases and navigate governance approvals.Proven track record in feasibility analysis, project scoping, and estimating work effort.Expertise in documenting:Functional and non-functional requirementsBusiness rules and process modelsData models (conceptual/logical)Test plans, cases, and execution strategiesTraceability matricesExperience in facilitating JAD/sprint sessions and interpreting business needs into technical requirements.Communication & Leadership (15%)Excellent analytical, problem-solving, and decision-making skills.Strong written and verbal communication with experience presenting to senior stakeholders.Demonstrated ability to facilitate project meetings and escalate concerns proactively.Experience creating automated reports to track project progress.Ability to build trust and collaborate effectively with internal and external stakeholders.Business & Public Sector Knowledge (20%)Deep understanding of public sector service delivery, licensing, enforcement, and fraud prevention.Experience working with Public Sector I&IT Solutions Architecture, governance frameworks, and regulatory compliance.Knowledge of public sector application design, quality standards, and project delivery best practices.Ability to ensure compliance with Accessibility for Ontarians with Disabilities Act (AODA) and Digital First strategies.
