The Opportunity Reporting directly to the Chief Operating Officer, the Housing Manager will lead the Siksika Housing Service Area with a vision of operational excellence and community impact. This critical role oversees the full spectrum of housing programs and administration, including management, planning, directing, and controlling all activities within the service area. The Housing Manager ensures the financial efficiency of housing programs, including grant applications and fiscal management, adhering to Siksikas Policies & Procedures, Siksika Housing Policies, Siksika Financial Administration Law, and relevant building codes such as the Alberta, National, and Siksika Building Codes. In this role, you will lead, mentor, and collaborate with a skilled team to plan, organize, and implement critical housing projects. Key Responsibilities Housing Operations Stay informed on new developments, trends, and techniques in construction to improve housing objectives and policies. Promote integrated service delivery and support Siksika Administrations Business Plan as part of the Management Team. Led the development, implementation, and monitoring of Siksika Housing business and maintenance plans, including projects, programs, and budgets. Oversee housing construction projects, ensuring they adhere to the scope of work, specifications, and quality standards. Conduct inspections when necessary. Ensure procurement of materials, supplies, and contractors complies with Siksika Financial Administration Law. Monitor capital purchases to ensure alignment with approved budgets and financial policies. Facilitate dispute resolution and maintain open communication with staff and stakeholders to address client issues effectively. Conduct annual evaluations and assessments of housing projects and programs to identify issues, recommend solutions, and implement improvements. Collaborate with other service area managers to address shared concerns and develop integrated solutions. Assist in the development and implementation of policies related to housing and other relevant administrative procedures. Review and update housing policies and strategies annually for approval by the appropriate authorities. Human Resources Manage staff relations, including recruitment, training, supervision, and performance evaluations, in collaboration with the Human Resources Department. Foster effective communication and collaboration within the team to promote a productive work environment. Develop and implement a Housing Public Relations plan to inform the Chief and Council, relevant service areas, the community, and government agencies about housing initiatives and updates. Funding & Budget Management Manage approved service area budgets and make adjustments as necessary to comply with fiscal policies and directives. Lead the development and coordination of the Housing Business Plan and budgets, ensuring alignment with annual financial goals and deadlines. Collaborate with government agencies, contractors, and suppliers to secure funding for housing projects and address legislative and policy changes. Communicate budget constraints and additional funding needs to the Chief Operating Officer, Treasury Board, and Tribal Manager. Reporting Coordinate and present service area activity and financial documents for annual audits and provide updates to leadership and the community. Submit monthly operational reports, including project progress and budget updates, to the Housing Committee and Chief Operating Officer. Prepare agendas and relevant documents for Housing Committee meetings. Facilitate regular correspondence meetings with various departments. Qualifications Education and Experience Business Management degree with 10+ years of progressively responsible program management experience, preferably working with First Nations communities. Demonstrated experience supervising staff, managing budgets, and overseeing operations similar to a Housing Department. Project Management Certificate or Carpentry Journeyman Certificate is an asset. Equivalent combinations of education and experience may be considered. Knowledge, Skills, and Abilities Deep understanding of Siksika culture or a commitment to learning more. Knowledge of basic accounting principles for budget management and financial reporting. Strong administrative, financial, facilitation, negotiation, mediation, problem-solving, writing, computer, and communication skills. Extensive knowledge of technical and building trades. Ability to analyze financial data, forecast potential issues, and develop solutions. Skilled in planning, organizing, and supervising staff and contractors. Excellent interpersonal skills to establish and maintain effective working relationships with leadership, colleagues, and the public. Knowledge of Canada Labor Code, Occupational Health & Safety, Employment Standards, and Housing Legislation is an asset. Remuneration Range: $107,000.00 to $120,00.00 per/year.
