About the First Nations Major Projects Coalition (FNMPC) The FNMPC is a national, First Nation-led not-for-profit organization, established and led by First Nations for First Nations, representing a membership of over 170 First Nations located in 12 provinces and territories across Canada. Founded by elected and hereditary First Nations leadership in 2017, FNMPC is a non-political business capacity organization providing tools, advice, and other capacity supports designed to help its members make free, prior, and informed business decisions about large scale infrastructure and natural resource projects. FNMPC delivers on its mandate through three main business lines: 1) economic participation 2) environmental stewardship 3) policy and advocacy. FNMPCs services assist its member First Nations in analysing commercial, environmental, and Nation-based considerations concerning complex infrastructure and natural resource projects that are over $100 million in capital cost which may be proposed or occurring in FNMPC member First Nations territory. FNMPC delivers services to its members in an unbiased manner. FNMPC operates on a project-agnostic basis and does not take a financial interest in any project where its services are being used. FNMPCs services are currently being utilized by its members on 19 major projects across Canada, representing a combined total capital cost of $45 billion. The Opportunity Reporting to the Senior Vice President of Project Development (SVP of Project Development), the Vice President of Project Development (VP Project Development) is responsible for leading a selection of infrastructure and natural resource projects that FNMPC has been engaged on by their membership. The successful candidate will work in close collaboration with the SVP of Project Development and the CEO to assist FNMPCs member First Nations in analysing commercial, environmental, and Nation-based considerations concerning complex infrastructure and natural resource projects that are over $100 million in capital cost which may be proposed or occurring in FNMPC member First Nations territory. This position requires developing and maintaining collaborative and high trust relationships with member First Nations.This position will advise on major infrastructure and natural resource projects and perform and support the due diligence process on these projects. This position will present information regarding the projects to the respective First Nation communities and will work collaboratively with other professionals including legal services and financial advisory services. This position will continually monitor the workstream of the project and provide project management support when needed. The Ideal Candidate You have five or more years of experience working in a senior management role with First Nations and proven experience in developing and advancing major projects in excess of $50 million in capital costs.You have working knowledge of how a projects social and environmental impacts and assessment processes can affect First Nations interests and how this is directly linked to commercial accommodation and major project negotiations and development. You understand an Indigenous rights-based approach to major project development and have experience negotiating Indigenous impact benefit agreements. You approach your work as a true partner, you offer your perspectives, knowledge, and experience to help First Nations develop plans that enable informed business decisions. You have diverse experience negotiating commercial agreements with large-scale corporate entities from various business sectors. Experience operating your own business will be considered an asset. You have a strong understanding and working knowledge of commercial and financial matters as it relates to project financing and structuring of large-scale commercial and financial transactions. You demonstrate a sense of urgency and are able to prioritize your workstream in an environment that is often subject to change. You are a proactive self-starter with an entrepreneurial spirit and the determination to make a difference. Key Priorities As a member of the management team, you will work with the SVP of Project Development and CEO to support the project development that FNMPC has been engaged on as well as building out new project development opportunities. Develop and maintain collaborative and high trust relationships with member First Nations that you are providing or could potentially provide project development support Develop and maintain high trust relationships with Federal and Provincial governments to support First Nation participation in major projects Manage and support the due diligence on major projects including manage, direct, and applying the work of highly specialized engineering, financial, legal, and other professionals Manage and assess risk factors that may affect the project, FNMPC, and First Nations and craft practical strategies and positions to adequately address risks Continually monitor workstream on project development Key Responsibilities The key responsibilities listed below are not an exhaustive list of all responsibilities associated with the VP Project Development position. In addition to the responsibilities described below, and as a member of the FNMPC management team, the VP Project Development is responsible to undertake and perform any task reasonably associated with the position of a VP Project Development, having regard for the circumstances of the organization. Leadership Be a leader among leaders that offers a collaborative rather than a directive approach Provide leadership and vision to advancing the project development support of the organization Take a hands-on approach to resolving challenges with the attitude that no task is too small Promote and uphold the FNMPC vision, mission, operating principles, and values Demonstrate a continual commitment to serving the needs of the organizations national First Nation membership Foster and maintain positive relations within FNMPC internally and with all members and partners Represent FNMPC at relevant events, meetings, conference, and speaking engagements Project Development Support Develop and maintain collaborative and high trust relationships with member First Nations that you are providing project support Develop and present to First Nation communities on project development support services Co-lead negotiation supports on major projects and provide strategic leadership and expertise to complex, high dollar value and multi-faceted negotiations Review, develop, and collaborate on complex legal agreements for First Nations participation in major projects Manage, direct, and apply the work of highly specialized engineering, financial, legal and other professionals on major projects Engage Federal and Provincial governments to support First Nation participation in major projects Strategic Planning & Organizational Support Contribute to FNMPCs organizational direction, work, and public messaging concerning project development support including attending forums, meetings, member engagement opportunities, and any other relevant event on behalf of FNMPC Participate in annual strategic planning between the board and management Participate in the creation of the annual FNMPC work plan Develop materials for a variety of events, meetings, and conferences Other ad hoc duties as required How to Apply Please submit a cover letter detailing how your skills and experience aligns with the information concerning the opportunity, ideal candidate, key priorities, and key responsibilities listed in this positing along with your CV.
