Overview: The Senior Procurement Specialist is responsible for managing the procurement lifecycle of Owner''s contracts, ranging from straightforward to complex opportunities, some of which may be high-profile and politically sensitive. This role involves managing and overseeing the procurement process, from inception to completion, while ensuring compliance with relevant policies and trade agreements. The position also includes drafting, executing, and managing contracts, as well as driving continuous improvement in procurement practices. Investigating market and supply opportunities. Preparing business cases or reports to justify and support procurement methodologies and decisions. Facilitating the preparation of procurement materials in accordance with policy, trade agreements and leading practice. Developing evaluation materials and facilitating procurement evaluation processes. Provides advice and guidance on contract management including: Preparing contract documents for approval. Leading and supporting contract amendment drafting and processing. Reviewing contracts to ensure they are written in accordance with corporate policies and to identify opportunities for improved services and/or cost efficiencies. Providing advice and guidance to contract managers on matters of contract management and controls. Identifies risks (e.g. contractor performance, conflict of interest, insurance and bonding requirements) and makes recommendations to mitigate risks. Develops and implements policies, procedures, standards, templates, and systems to optimize procurement departments effectiveness and service delivery for all areas of accountability. Manages multiple competing priorities across different project teams to deliver procurement and contracting initiatives on time. Supports the implementation of departmental initiatives to enhance procurement efficiency, reduce costs, and improve service quality. Provides mentorship and guidance to others, fostering a culture of continuous learning and collaboration. Builds and maintains strong collaborative relationships with internal and external stakeholders (e.g. suppliers, clients, etc.) Qualifications: Diploma or Degree in Business, Supply Chain Management, or a related field from an accredited post-secondary institution. Minimum of five (5) years recent and related public-sector procurement experience in a mid-level to senior role. A recognized supply chain management designation such as SCMP, CSCL, CSCP, or CPSM. Knowledge of procurement best practices, risk management, and contract management, preferably in the public sector. In-depth knowledge of procurement/contract law. In-depth knowledge and experience of competitive bid processes. Demonstrated ability to analyze business, financial, technical, and legal issues and develop solutions within public policy and trade agreement frameworks. Strong organizational skills to perform and prioritize multiple tasks with attention to detail. Ability to analyze options and risks and effectively communicate orally and in writing. Excellent facilitations and stakeholder engagement skills. Ability to work independently and as part of a team, managing multiple priorities in a fast-paced environment in a courteous, professional manner. Adaptability for an environment with evolving policy and procedures. Initiative to lead and find solutions. Preference for experience with major project Owners contracts. Successful completion of security screening will be required as a condition of employment with TI Corp. Preference may be given to applicants with the following: Professional accreditation in a procurement-related discipline. Examples include CPPO, CPPB, IACCM and SCMP. Experience in major project Owners contracts and complex public sector procurement, leading large, complex projects with multi million-dollar budgets and diverse stakeholder groups, procurement documents development and contract management, project management, conflict resolution and relationship management, contract law and trade agreements, and public procurement policy and practices.
