Overview: This position is responsible for overseeing the construction of the Systems components of the Broadway Subway Project, monitoring Contractor performance and working collaboratively to identify and mitigate risks during construction. The position will liaise with TransLink, TransLink subsidiaries (BCRTC, CMBC), and the Canada Line to support successful delivery of the project. Reporting to the Construction Director, the position will also work closely with the TransLink Interface Director to support department requirements, solve technical issues and optimize quality, environmental, and safety performance. Additionally, this role provides leadership and support for a team of Project Engineers, with responsibility for oversight of all Systems construction aspects of the project. The candidate will possess strong organizational skills, the ability to manage expectations and administer the Project Agreement and the TransLink Support Agreement. Develops and maintains constructive relationships with stakeholders (including the Project Contractor, TransLink and project staff) and works collaboratively to identify and mitigate project risks. Monitors the Contractors performance to verify conformance/compliance with the provisions of the Project Agreement technical requirements. Identifies non-compliance issues and works with the Project Contractor to ensure that solutions developed are technically appropriate, minimize negative impacts on stakeholders and remove obstacles that may impact project success. Manages and enforces the requirements of the Broadway Subway Project Support Agreement with TransLink. Manages technical, financial and schedule issues related to the Broadway Subway Project Support Agreement with TransLink. Tracks the status of TransLink Parallel and Concurrent Projects. Monitor and develop TransLink/Contractor relationships relative to the Project Agreement and the TransLink Support Agreement. Organizes and leads specialized Committee meetings with TransLink and other stakeholders. Makes presentations and provides advice to senior management regarding TransLink interface status. Manages the financial resources for TransLink interface file. Responsible for the oversight, development, and management of the Construction and TransLink Interface teams, which consists of TI Corp staff and contractors including assignment of work, mentorship of employees, development and evaluation of performance plans and approving leave. Qualifications: Degree in Construction Management, Project Management or Civil Engineering and construction management and oversight experience or, an equivalent combination of education and experience, preferably in rapid transit. Experience working with a Passenger Rail Transit Operating Company. Strong understanding of systems relating to rail project including track, communications, automatic train control. Experience working on the Owners team of major transportation infrastructure projects and on DB/DBF/P3 contracts. Experience analyzing potential issues and developing solutions to mitigate impacts. Strong understanding of British Columbia contract requirements and the owners role. Strong understanding of construction schedules and methodologies. Sound judgement, excellent organizational, analytical, problem solving and prioritizing skills to anticipate and assess situations and determine best solution or course of action. Exceptional relationship, communication, negotiation, and interpersonal skills. Ability to build agreement and cooperation with stakeholders (influence) to make balanced and informed decisions.
