A Chief Executive Officer (CEO) of Health Services is responsible for the overall leadership, strategy, and management of a healthcare organization. This role demands a visionary leader capable of navigating the complexities of the healthcare industry, ensuring high-quality patient care, operational efficiency, financial sustainability, and regulatory compliance. Job Title: Chief Executive Officer (CEO) Siksika Health Services Reports To: Board of Directors Job Summary: The CEO of Health Services will provide strategic direction, oversee day-to-day operations, and lead the organization towards achieving its mission and long-term goals. The CEO will ensure the delivery of high-quality, patient-centered care while fostering innovation, maintaining financial viability, and adhering to regulatory and industry standards. This individual will work closely with the executive team, medical professionals, and the board to cultivate a culture of excellence, collaboration, and continuous improvement. The CEO is responsible for creating an environment and culture that enables SHS to fulfil its mission by setting and meeting or exceeding its goals, emphasizing SHSs mission to all staff, holding staff accountable for their performance, and motivating staff to improve performance. The CEO serves as a liaison between the Board, Health Canada, FNIHB, ISC, Alberta Health, Alberta Health Services and the community, and the SHS staff including professional services staff. Strategic Leadership: Develop and implement the organization''s long-term strategic plan, ensuring alignment with the mission, vision, and values and ensure/address the sustainability of Siksika Health Services. Meet regularly and as required with the chair and other board members to ensure that they are provided in a timely manner with all information and access to management necessary to permit the Board to fulfill its statutory and other obligations; Ensure the organization and themselves remains competitive and responsive to changes in healthcare delivery, policy, and regulations. Drive the execution of business development initiatives and partnerships Prepare activity reports and work with the CFO to prepare financial reports for meetings of the Board of Directors and assist with interpretation of Federal, Provincial and local rules and regulations; Submit to decision-making authorities draft regulations, policies and proposals for discussion and adoption. 2. Operational Management: Oversee the Chief Operations Officer of the health services organization, ensuring efficient, safe, and high-quality healthcare delivery. Lead the executive team, ensuring the right people, processes, and technology are in place to achieve organizational goals. Foster a culture of continuous improvement and operational excellence. 3. Financial Stewardship: Adhere and comply to Siksika Nation Financial Administrative Law Develop and manage the organizations financial strategy, ensuring long-term sustainability and profitability. Oversee financial performance, including budgeting, revenue cycle management, and cost control initiatives. Maintain diligent monitoring of all financial activity through the use of a system of responsible accounting, including budget and internal controls, and an annual independent audit; Provide transparent financial reporting to the board and stakeholders. Develop, plan, direct and implement the organization''s activities to achieve stated/agreed targets and standards for financial performance, quality, culture and legislative adherence in an ethical and responsible manner; Lead, develop, implement, monitor, evaluate and report the organizational plan, operational plan and business strategy. 4. Quality Management Develop and implement a plan to monitor organizational performance, measuring performance against budget and productivity standards, and establish goals and objectives by developing a quality assurance program for the corporation; Ensure the development of leadership skills for Executive Management and Board of Directors; Implement a comprehensive evaluation and assessment process to systematically investigate the effectiveness of the programs and project initiatives. 5. Leadership and Culture: Serve as a role model for organizational values and ethical leadership. Foster a culture of collaboration, inclusion, and professional development within the organization. Lead initiatives to attract, develop, and retain top talent across all departments. Promote a high level of morale and cooperation among the Board of Directors, staff, Nation business entities, and the community by providing direct and open lines of communication; 6. Communications and Public Relations Participate in local, federal and provincial professional activities which define the delivery of health care services and aid in both short- and long-range planning of health services and facilities; Responsible for strengthening and maintaining ties with partners; Manage internal and external communications; Responsible for the delivery of quality services while emphasizing positive communications, public relations and client services; Assist as a technician in the negotiations with appropriate government (ISC and FNIHB), and private organization or contractors/suppliers regarding funding, projects, legislative and policy changes. Qualifications: Education : A minimum of a bachelors degree from an accredited college or university (Masters level preferred) in one of the following disciplines: Public Health Administration Health/Healthcare Administration Business Administration Hospital Administration Public Administration Experience : Minimum 10 years experience in a senior management position. Five years of progressively responsible healthcare leadership experience as Chief Executive Officer, Chief Financial Officer, Chief Nurse Officer, Chief Medical Officer, Chief Operation Officer, or other Senior Leader with administrative experience over multiple departments. Minimum of three years experience in healthcare facilities providing inpatient/outpatient medical services. Demonstrated expertise in strategic planning, financial management, and healthcare operations. Skills : Extensive knowledge of current health care administration principles and practices. Knowledge of quality indicators and healthcare process improvement. Experience with healthcare information technology, including, but not limited to,selection, oversight, project management and implementation. Must possess the following qualities: leadership, self-confidence, motivation, decisiveness, flexibility, sound business judgment, and determination. Must have excellent administrative, financial, negotiation, mediation, problem solving, writing, computer and communication/interpersonal skills. The ability to develop and implement comprehensive strategic plans and to mentor subordinate employees; and ability to build and manage effective teams. Ability to plan, layout, assign, supervise and review work performed by subordinate employees. Ability to establish and maintain public support and confidence in Health Services. Development of positive community relations; including an understanding of the political issues in the community and the organization. Skill in community advocacy and building relationships with various stakeholders. Experience with grant applications, administration and compliance including both service based, infrastructure based and research based grants. Experience with facility management principles and construction project development and management. Significant experience with Board, Senior Leadership and Medical Staff interaction. Other Requirements: Drivers License, Criminal Record Clearance. Remuneration: $145,000.00 to $175,000.00 plus Benefits and RRSP match Culture/Language: Require a moderate ability to speak the Siksika language and moderate knowledge of the Siksika culture. Moderate knowledge of the philosophy and issues regarding the delivery of First Nation health care.
