The Safety and Compliance Manager will be responsible for coordinating and managing all areas of health, safety, and compliance across the business. The successful candidate must initiate and streamline safety and compliance systems, processes, policies, and practices to sustain and support a culture of safety, reducing incidents, maintaining operational productivity and ensuring compliance with all applicable legislation and regulations. This position includes travelling to terminals on a regular and as-required basis, and includes working afternoons and evenings on an all-call/emergency basis to promote safety, investigate incidents, deliver, and support training and promote a culture of safety across the organization. Responsibilities Interpret and enforce all applicable regulations, guidelines, and standards Implement and improve driver programs; make recommendations for a best-in-class driver safety program that exceeds insurance and industry standards Ensure drivers meet regulatory, insurance and company qualifications; includes active involvement in the hiring process Maintain driver files, ensuring compliance Active member of Joint Health and Safety Committee (JHSC), manage JHSC initiatives and support terminals JHSCs Conduct routine inspections of transportation facilities, equipment, and operations to identify root causes, potential hazards, safety violations, areas for improvement and corrective action Conduct internal audits and reviews to assess compliance with safety regulations and identify areas for improvement Recommend corrective actions and monitor their implementation Conduct safety checks on drivers and equipment to ensure they are safe and following company policies as well as all government, insurance and company regulations, policies, procedures and guidelines First point of contact for all accidents/incidents, ensuring proper reporting with the insurance company, regulatory and company authorities from start to finish Lead investigations into accidents, incidents, and safety breaches. Identify root causes and recommend preventive measures to mitigate future occurrences. Investigate and manage claims for collisions and personal injury, act as point of contact for WSIB and CNESST working with terminal supervisors and Fleet Supervisor as needed Evaluate the safety risks associated with transportation activities, including vehicle operations, loading/unloading procedures, and transportation routes Develop contingency plans and protocols to address emergencies, such as accidents, spills, or natural disasters Maintain accurate records of safety inspections, compliance activities, incident reports, corrective actions taken, and training required and completed Prepare detailed reports for regulatory agencies as required Track and report on safety activities to improve safety within the terminals. Some activities include but not limited to, Safe Driver Program, CVOR activities and HOS/DVIR violations through internal audits and random checks Report and update information on accident registry, identify trends and implement corrective actions Responsible for annual government reporting Develop, schedule, coordinate and deliver training programs to educate employees on safety protocols, regulatory requirements, and best practices for risk management Issue training to drivers for pre-trip inspection, defensive driving, HOS, (E-logs), accident reporting etc. Determine appropriate training required by position, based on regulations, insurance and company requirements and industry best practices Conduct new hire driver orientations and re-training Support performance management of fleet members for non-compliance of required deliverables including disciplinary meetings with Drivers on violations, tickets, accidents, injuries, claims and other incidents as they occur Communicate and coach UCs (driver leads) on driver safety matters Collaborate with senior management, regulatory and insurance authorities to develop and implement policies, procedures, and safety protocols aligned with industry standards, regulatory and insurance requirements. Includes making recommendations and writing policies, procedures and processes Ensure all new policies, procedures and programs are vetted by management prior to implementation Establish effective communication channels with internal and external stakeholders, including government agencies, industry associations, insurance and transportation providers, to promote safety initiatives and foster collaboration on compliance matters Build and maintain positive relationships with drivers and within the industry, supporting and promoting a positive reputation for the company within the industry and government agencies Plan and host regular driver meetings Experience, Qualifications & Attributes College/University degree, Transportation, Logistics or Supply Chain education, related safety certifications preferred G class driver license in good standing; AZ class driver license is an asset Minimum 5 years hands on experience in driver safety and compliance capacity in the transportation industry required Bilingual (French/English) preferred but not required Experience working with government agencies, including but not limited Transport Canada, Ministry of Labour, Ministry of the Environment, Department of Transportation, police and local city and fire officials Deep understanding and working experience with safety regulations within the Canadian transportation and logistics industry, including but not limited to: driver Hours of Service (HOS), vehicle maintenance and inspections, Transportation of Dangerous Goods (TDG), Workplace Hazardous Information System (WHMIS), Ministry of Transportation Ontario (MTO), MTQ (Transports Quebec), Transport Canada, Canada Labour Code Part II (Occupational Health and Safety), Employment and Social Development Canada (ESDC/workplace standards), Highway Traffic Act, etc. Experience with Insurance claims & renewal process Experience with drug and alcohol testing an asset; formal training in drug and alcohol/substance abuse detection an asset Fleet Driver trainer experience and/or Professional Driver Improvement Course (PDIC) certification an asset Proven classroom/vehicle training experience preferred Successfully pass a criminal background check Must have reliable transportation and ability to travel between terminals and to Quebec when required Proficient in MS365 with an aptitude to learn new software quickly Ability to work independently and as part of a team; self-directed and able to make decisions Display integrity and ability to handle and maintain confidential information Proven problem-solving techniques, reporting, and investigations experience Hands on with a sense of urgency, ability to manage under pressure and manage multiple priorities and projects Strong written and verbal communication skills required to communicate at all levels of the organization and develop required reports Strong leadership and management skills to ensure a positive, safe, and productive work environment Attention to detail required to ensure all tasks and reporting requirements are accurate and complete Ability to develop strong and positive relationships with staff, management, and clients We thank all interested parties but only those selected will be contacted to move forward.
