About the Project Cross Fraser Partnership (CFP) is a Bouygues Construction Canada Inc., Fomento de Construcciones y Contratas Canada Ltd., Pomerleau BC Inc. and Arcadis Canada Inc. general partnership that has been selected to collaboratively deliver a new, eight-lane immersed tube tunnel that will replace the existing George Massey Tunnel on Highway 99. The new tunnel will have three vehicle lanes and a dedicated transit lane in each direction, with a separated active transportation corridor for cyclists and pedestrians. Position Overview: This role will oversee contract management, change control, subcontractor management, and cost monitoring while ensuring alignment with project objectives and contractual requirements. The ideal candidate will bring proven expertise in cost valuation, forecasting, and managing risk across all project phases. Key Responsibilities Oversee and implement all aspects of Change Control and Management processes, upstream and downstream. Administer and enforce the projects change governance framework. Measure, value, and agree on work sections in accordance with contract requirements. Manage subcontractor processes, including procurement, applications, payment reviews, and change orders. Assist with the preparation of interim applications for payment and certify works. Forecast cash flow and costs to ensure alignment with budgets and project plans. Report and analyze monthly costs against budgets, identifying and managing any variations. Advise project leadership on commercial risks and opportunities. Evaluate proposed changes, providing strategic recommendations to mitigate risks and align with project financials. Prepare accurate valuations and finalize subcontract settlements. Negotiate with client representatives, subcontractors, and consultants to achieve optimal outcomes while fostering strong relationships. Ensure issues and risks affecting the project are identified promptly and communicated to leadership. Maintain accurate documentation using industry tools for contract and project management (CEMAR, Aconex, Autodesk, etc.). Education and qualifications: Degree in Quantity Surveying, Commercial Management, Civil Engineering, Construction Management, or a related discipline. Minimum 5+ years of experience in contract management, change control, or quantity surveying within infrastructure or construction projects. Experience in working with standard form contracts (e.g., NEC, FIDIC, JCT). Proficiency in contract management tools/software (e.g., CEMAR, Aconex, Autodesk). Strong knowledge of change control, measurement, and valuation practices. Excellent communication, negotiation, and analytical skills. Demonstrated ability to identify, assess, and manage risks and opportunities effectively. Strong commercial acumen with the ability to forecast costs, report on budget performance, and recommend corrective actions. Proven experience in subcontractor management and cash flow forecasting. Ability to interpret technical documentation and apply solutions within contractual guidelines. A desire to grow and develop professionally, expanding knowledge in risk management and opportunity analysis.
