Purpose of Position Provide leadership, direction, and support to Area Business Functions to promote a culture where all Messer employees and contractors care for one another and their behaviours demonstrate the highest integrity for health, safety, environmental stewardship and continually improve our processes to meet or exceed internal and external customer requirements Lead and support Area Business Functions in the planning, implementation, and execution of their HSEQ processes, procedures, objectives, and targets. Evaluate Area HSEQ performance and processes and discuss status monthly with Area Business Function Managers with the goal of improving and sustaining HSEQ performance. Support Area Business Functions in understanding company and regulatory requirements that impact the business and act as needed to assist compliance. Principal Responsibilities Work in partnership with assigned sites, business functions and program managers in North America to develop, implement, and sustain HSEQ compliance and to promote continuous HSEQ improvement. Promote a culture where all employees and contractors consistently demonstrate behaviours aligned with our corporate values and Golden Rules for Health, Safety, Environment and Quality. Influence behaviours by providing HSEQ expertise and coaching that will assist sites and business functions with HSEQ systems, procedures (i.e., HSEQ planning, TDG compliance, incident reporting, root cause analysis, hazard identification, risk analysis, and risk reduction). Provide and facilitate HSEQ Training to area management, employees, and contractors to ensure understanding and compliance with Messer policies, applicable regulatory standards, and industry best practices. Support auditing programs by conducting internal audits and producing quality reports in a timely manner and follow-up actions until closed. Work with site management and audit program manager to develop annual audit schedules. Maintain relevant working knowledge of jurisdictional Occupational Health & Safety legislation, provincial and federal environmental protection laws, Transport Canada regulations, as well as local/municipal codes and regulations with respect to fire safety and environmental protection. Assist the area business function sites in identifying HSEQ gaps, impacts, corrective actions, and best practices for compliance using related reporting systems (e.g. Intelex). Work in partnership with site and area managers to develop tactical HSEQ plans that align with regional and corporate objectives and targets. Ensure HSEQ department work behaviours are aligned with Business Function needs and is perceived as a value-added partner. Provide input, development and delivery of HSEQ training. Conduct regular site visits/inspections as necessary of all work locations in area of responsibility, for auditing, investigations, regulatory inspections, and on-site support. Participate in the HSEQ planning of turnarounds & Extended Outages and provide on-site HSEQ support during outages as needed. Lead functional teams in the investigation of recordable incidents, SIFs and MIRs, root cause analysis and implementing effective corrective and preventive actions. Conduct monthly HSEQ reviews with all business functions to follow-up HSEQ plan objectives and targets, investigations, open corrective and preventive actions, open compliance actions, audit planning and actions, training compliance, permitting, Safer Together status, non-conformances. Assist sites, business functions and program managers with the review and development of HSEQ procedures and standards. Ensure HSEQ representation at all Regional Leadership Engagement Meetings. Support sites and program manager in maintaining local hearing conservation, audiometric testing, and respiratory fit testing programs. Support sites and program managers in training and implementation of, MHRP, PSM, RMP, associated licensing and QRAs. Support sites and program managers with Environmental Permitting and related HSEQ licensing compliance. Train and provide support to sites in preparing for regulatory site visits and inspections. Support sites and program managers in the development and maintenance of security and emergency response plans and procedures. On call 24/7 to respond and provide support to business functions during significant HSEQ incidents. Travel up to 75% or more as needed, including weekends and holidays. Update and maintain Area HSEQ Operations Leader Reports and attend weekly and monthly status meetings. Participate in HSEQ projects, as assigned. Support HSEQ needs in other areas of Region Americas, as assigned. Manage and submit expenses in a timely manner. Complete personal development training plans. Qualifications Bachelors Degree Preferred Technical, Environmental Science, Health Sciences or other HSEQ related degree 10-years minimum HSEQ experience with solid working knowledge of related regulations, standards, processes, and tools. 5-years minimum experience working under a current CRSP designation in good standing. 3-years of direct experience with environmental program management and auditing. Working knowledge of industry management system principles such as ISO 9001, ISO 14001 or ISO 45001. Experience developing emergency response and management programs. Experience with Process Safety Management, Risk Management Program and Product Stewardship Programs Preferred. Demonstrated experience and advanced proficiency in principles of Incident Investigation and Risk Analysis. Exceptional presentation skills, with advanced experience in presentation software such as MS PowerPoint and speaking in front of large audiences. Working knowledge with principles of Occupational/Industrial Hygiene. Experience preparing detailed, professional reports for both internal and external stakeholders. Demonstrated understanding of HSEQ related KPIs and related data management. Excellent computer literacy using Microsoft products, Word, Excel, PowerPoint. Working knowledge of SAP, Traccess, Intelex or similar enterprise management software. Understanding and experience with BBS theory and application. Mastery of HSEQ processes, systems, tools, and application. Proficient in HSEQ regulations, applicable standards, and best practices. Knowledge of large industrial gas operations preferred. Ability to build effective working relationships across all levels of management and cultural boundaries. Ability to travel up 50-75% or more as needed, including weekends and holidays.
