The Role: CFO & GM, Corporate Planning & Financial Services Reporting to the Chief Administrative Officer, the CFO & General Manager, Corporate Planning and Financial Services (CFO) is an active member of the Executive Leadership Team, who collectively develops the overall strategic direction and plans for The City of Calgary and ensures the effective and efficient execution of Council priorities and services to the citizens of Calgary. The CFO provides inclusive leadership and direction to a department of about 775 people and ensures that each of the business unit services within CPFS are consistent with the mission of providing the best possible experience to residents of the City of Calgary. The role, as a member of the Executive Leadership Team, leads overall policy development for the department, develops strategic plans, leads/sponsors key projects and initiatives, and directs the implementation of these policies/projects/initiatives/plans within the CPFS department. Key Accountabilities Leadership and Organizational Culture: Provide vision, strategic leadership, and direction to the management team, ensuring effective and responsive delivery of programs and services. Lead, coach, and mentor employees to achieve operational and strategic objectives, developing a cohesive and motivated team. Lead and foster a collaborative approach promoting psychological and physical safety, health, and wellness and utilize strategies that emphasize a workforce that reflects the vibrant community we serve. Identify capabilities needed to meet current and emerging business needs, evaluate gaps, and prioritize development activities. Strategic Planning and Governance: Collaborate with the Chief Administrative Officer and Council to identify short-medium and long-term strategic priorities and lead the development of strategic, business, and operational plans. Develop and oversee the implementation of strategic plans with an emphasis on cross-departmental collaboration and achieving synergies. Direct the development of annual and long-term business plans for each business unit, ensuring alignment with strategy and quantifying business outcomes (KPIs). Ensure the department has a clear mission and a strategic vision for success with the necessary resources to achieve it. Financial Management and Accountability: Ensure the financial capacity of the organization is effectively managed. Take overall responsibility for designing, developing, and delivering the organization's financial management and control strategy. Develop and recommend annual operating and capital budgets and operational plans for Councils approval. Ensure sound financial controls, governance, accounting, financial reporting, and internal control procedures to meet fiduciary, regulatory, and partner reporting requirements. Plan, direct, and oversee financial planning, budgeting, accounting, and treasury functions. Oversee departmental operating budgets and ensure effective financial planning and management processes. Performance Management and Risk Mitigation: Set and lead the delivery of annual and long-term departmental objectives, manage and report on performance, and take corrective action where necessary. Ensure that systems provide relevant, reliable, and timely information for sound operational, policy, and strategic decisions. Develop and implement comprehensive risk mitigation strategies to minimize the impact of identified risks. Collaboration and Stakeholder Engagement: Maintain a focus on municipal needs, collaborating with other departments, the Chief Administrative Officer, and City Council. Identify and manage municipal needs through cross-departmental collaboration and engagement with key partners. Collaborate with other departments to identify opportunities for synergies and coordinated efforts. The Person Qualifications and Experience Post-Secondary degree in a related discipline and financial designation (i.e. CPA-CA). A related Masters degree (i.e MBA or MPA), is strongly preferred but optional. Minimum of 10 years of progressively responsible financial management experience, with at least 5 years at the senior management level, preferably within a large, complex and diversified organization. Public sector experience, particularly municipal government experience is highly desirable. Equivalent combinations of education and experience may be considered.
