IMMEDIATE INTERIM OPPORTUNITY Interim Chief Financial Officer Reports to: Chief Administrative Officer Duration: 12 - 18 Months Location: Toronto, Ontario Hybrid working Our client, a large, complex government agency, is seeking an experienced CFO to help them elevate the sophistication and value of their finance function. This is an exciting assignment as you will be partnering with the CAO to assess the current state and provide key strategies and insights to improve the value and impact of finance across the organization. You will also be responsible for coaching and engaging a large team providing them with the direction and support needed during a period of transformation. Key Accountabilities: Develops and advises the CAO on strategic processes and initiatives and works with his/her direct reports to establish strategic direction and performance goals/objectives for all managers within Finance and Business Management to help ensure the delivery of efficient, cost-effective, innovative, and quality services. Provides direction in areas of strategic financial planning, operating and capital budgeting, financial control, asset management as well as financial and management reporting. Seeks and implements innovative, value-added and improvement opportunities in the areas of procurement, fleet, and facilities management. Directs the implementation of proper internal controls to ensure risks are effectively managed, and that proper financial and other administrative processes/procedures are in place and ensures all financial and related reports to the Chief, Board, Council, and other levels of government are clear, accurate and complete. Provides regular feedback to and performs annual performance reviews on his/her direct reports to provide an assessment on their performance and develops an action plan to improve performance, where necessary. Liaises and develops effective working relationships with senior staff, Board members, representatives from other agencies, boards, commissions, and other levels of government, to meet various on-going or ad hoc requirements and to help deal with any issues or opportunities. Provides advice and guidance to the organizations senior management team on budgetary, financial and support related matters, leads budgetary and related discussions with the Chief and Command, and works with the CAO to present the organizations Capital and Operating budgets to the Board and committees as required. Facilitates and provides response to questions and requests for information from the Board on budgetary, financial/management reporting, procurement, and other support-related functions. Leads and motivates management staff and establishes and maintains an appropriate management framework and infrastructure to provide responsive and effective support and services. Maintains a good knowledge of government legislation and initiatives that impact the organization within areas such as funding, grants, reserves, budgeting guidelines and statutory obligations, etc. Competencies and Requirements: A degree/diploma in business, accounting/finance combined with a professional designation (CA, C.M.A., C.G.A.) or equivalent combination of education and demonstrated experience. Must have a minimum of 10 years of progressively responsible experience in a budgeting/financial management/administrative environment, several years of which should be at a managerial level. Requires outstanding leadership skills, with strong communication and presentation capabilities. Must possess a thorough knowledge of Provincial and Federal legislation relating to the administration of expenditure and revenues. Requires demonstrated knowledge and proficiency in financial analysis and the ability to develop innovative solutions to problem solving. Must have strong interpersonal and customer orientation skills with the ability to meet required deadlines and function effectively under pressure and, at times, demanding circumstances.
