The Pioneer Community Living Association(PCLA), a non-profit organization providing innovative housing and support to people with mild to complex mental illness within a community based setting is hiring for a Permanent Full Time Human Resources Manager.ABOUT USPCLA provides mental health supports in a home like atmosphere within a number of community based settings throughout New Westminster, Burnaby and Coquitlam.Since our inception in 1982, through the programs and services we provide, we have made a significant difference in the lives of adults and their families recovering from mental health illness within a safe secure and affordable housing with appropriate support. Our residents have the opportunity to develop life skills within a supportive environment where self-reliance and independence are promoted and encouraged.YOUR ROLEReporting to the Executive Director, the the Human Resources (HR) Manager shapes our people strategy, drive organizational development, and enhance our workplace culture. The HR Manager is responsible for the daily operations of the HR department, working on HRIS administration and payroll, disability and work safe claim management, occupational safety and health programs and labour/employee relations. The HR Manger will maintain and enhance the organizations human resources by planning, implementing, and evaluating human resources policies, programs, and practices.As a member of the PCLA management team, the HR Manager provides leadership of people in order to foster an environment that is supportive of engagement and achievements while playing a key role working with unions, unionized employees and collective agreements. The HR Manager plays a crucial role in implementing HR strategies that align with our organizational goals. The role will also be responsible for overseeing employee relations, recruitment, performance management and policy compliance. The role has one direct report at this time.POSITION RESPONBILTIESProvide guidance and support to managers and employees on HR-related matters.Resolve issues with union partners in a proactive manner.Coordinate aspect of appeal, grievance, harassment processes.Manage employee disciplinary situations and terminations.Implement performance management and and evaluation systems.Provide consultation, coaching, advice and training on employee and labour relations including interpretation of collective bargaining agreements.Develop and update human resources policies and procedures.Support staff wellness and safety programs.Collaborate with the management team to implement strategic plan and operational polices.Serves as a resource person, teacher and role model.SKILLS AND ABILTIESLeadership, people management and mentoring skills.Critical thinking and problem-solving abilities.Proficient in de-escalation and conflict management.Strong organization and time management skills.Ability to work independently and flexibly.MS Office Suite proficient.Effective communication and relationship-building skills.QUALIFICATIONSEducation in HR with at least three years of progressive HR experience and one year of management/supervisory experience.CPHR designation is a preferred asset.Experience in a unionized environment working with collective agreements.Knowledge of employment legislationExperience with ADP HR/Benefit and Workforce programs is an asset.Successful clearance of a Enhanced Criminal Record Check.WHAT WE OFFERWe provide a competitive compensation and a benefits package focusing on wellness and self-care that includes:Extended medical, dental, long-term disability insurance, pension, life insurance and an Employee and Family Assistance programCompassionate and special leaveAnnual statutory holidays with vacation entitlement and accruementContinuous paid training and development opportunitiesOngoing parental support including top up for maternity and parental leaveThe Human Resources Manager is an excluded hybrid position with a salary range a $85,000 to $90,000 annually.PCLA aims to nurture a supportive culture rooted in compassion, collaboration and support while providing quality safe care to our residents.
