About us Established in June 1966, the Regional District of Mount Waddington (RDMW) stretches from Keta Lake to Brooks Peninsula to Cape Scott on Northern Vancouver Island, and reaches from Cape Caution up to the birthplace of the Klinaklini River and back down to Johnstone Strait on BCs rugged mainland coast. The RDMW encompasses a number of communities, including, Coal Harbour, Hyde Creek, Holberg, Sointula, Winter Harbour, Telegraph Cove, and Quatsino, and the municipalities of Alert Bay, Port Alice, Port Hardy, and Port McNeill with an approximate population of 11,000. Deep coastal fjords, glacier fields, long wide valleys, rugged mountains, picturesque lakes, pristine coastal beaches, and remote islands encompass the breathtaking wilderness of the area and create the worlds top quality outdoor adventurists paradise The Position Reporting to and working with the Chief Administration Officer, the Manager of Operations will be responsible for directing the overall planning, coordination and operation of the RDMWs existing community and infrastructure services. These services include sewer and water, waste management, four rural area volunteer fire departments, street lighting, and transportation. Key Roles and Responsibilities: Managing sewer and water infrastructure, 7 Mile Landfill and Recycling Center Operations (including rural community Transfer Stations), Rural Volunteer Fire Departments, Rural Streetlighting, and other tangible capital facilities and properties owned or leased by the RDMW. Assisting with the preparation of capital and operating budgets relating to RDMW services, and to monitor them on a regular basis to ensure compliance with budget. Approving or recommending approval of all expenditures for sewer and water; waste management; and transportation services. Researching, preparing, and submitting infrastructure grant applications and managing resulting grants. Ensuring services are provided in compliance with the RDMW bylaws and policies, and other statutory requirements. Meeting regularly with, and monitoring the activities of, RDMW Board committees, Local Community Commissions, and other committees or commissions advising the RDMW Board on local service issues. Organizing appropriate community liaison on new services, including setting up public meetings, ensuring the formation of advisory committees and completing feasibility reports. Representing the RDMW at a variety of public, technical, and other meetings including the organization of such meetings where necessary. Reporting and making recommendations to the RDMW Board at policy level related to community and regional infrastructure services. To supervise, review and coordinate the work of union staff and contractors, assessing performance, and overseeing various administrative procedures. To recommend to the CAO, the employment, promotion, transfer, dismissal, or the granting of more or less remuneration to any employee involved in local service area functions. To exercise other powers and perform other duties as may be designated and assigned by the CAO. Knowledge, Skills, Technical Abilities, and Desired Qualities Have a Bachelor of Applied Science in Civil Engineering or a related discipline/field and membership as a Professional Engineer with Engineers and Geoscientists of British Columbia, with a minimum of 5 years of relevant experience with a focus on capital project management, design, and operational management. An equivalent combination of education and experience will be considered. Have experience in the principles, methods, and techniques applicable to roads, water, sanitary and storm infrastructure design and construction, and solid waste management. Maintain and possess the highest standard of professionalism, accountability and transparency in project and financial management while ensuring strong partnerships with all stakeholders, partners, and communities. Have excellent communication and customer service skills. Having knowledge of BC Provincial programs, the local government sector and the relevant laws and regulations is an asset. Innovative and outcome based strategies are essential for success. Ability to work collaboratively and respectfully in teams and partnerships, both internally and externally. Salary and Benefits. This is a permanent and full-time (35 hours per week), management-exempt, a member of senior management team, in person position with excellent benefits, including health insurance, medical travel allowance, vacation pay, and Municipal Pension Plan.
