The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) is Australia''s independent expert regulator for health and safety, structural integrity, well integrity and environmental management for all offshore energy operations and greenhouse gas storage activities in Commonwealth waters, and in coastal waters where regulatory powers and functions have been conferred.NOPSEMA also administers the functions of the Offshore Infrastructure Regulator (OIR), for the offshore renewables industry. This includes the regulation of work health and safety, infrastructure integrity, and environmental management for offshore renewable energy infrastructure activities.Working with NOPSEMA provides an opportunity to make a real difference to people working in Australias offshore energy industry.We are seeking a skilled procurement professional to join our Perth Office on a full-time basis.Role:NOPSEMA is recruiting an experienced Procurement Adviser to join its Finance and Procurement Team to guide and coordinate the purchasing and procurement activities for NOPSEMA.Key Responsibilities:Reporting to the Assistant Director Finance and Procurement, the core responsibilities of the roles encompass:Providing overall purchasing and procurement support to NOPSEMA, including review and validation of new vendor requests, co-ordination of tenders/ and related documentation.Providing advice on the Commonwealth Procurement Rules (CPRs) and NOPSEMAs Contracts and Procurement policies and procedures and the Public Governance Performance and Accountability Act 2013 (PGPA Act).Overseeing the procurement contract management function and assisting in preparing contract documentation.Undertaking comparative analysis of spend on goods and services and preparing procurement related reports.Researching and advising on government contracts and other buying arrangements.Developing and implementing procurement policies, procedures and managing the AusTender Contract Process.About you:We are looking for an experienced Procurement Adviser with a demonstrated background in procurement and purchasing goods and services within a public sector or similar environment.You must be able to demonstrate:Working knowledge of legislative frameworks for the governance, performance and accountability of Commonwealth entities, preferably The Public Governance Performance and Accountability Act 2013 and the Commonwealth Procurement Rules.Highly developed organisational skills, including time management and prioritisation of tasks to meet competing deadlines.Strong attention to detail together with good research, analytical and problem-solving skills.Highly developed interpersonal, communication, negotiation and influencing skills, including ability to build positive working relationships with stakeholders and work collaboratively.Demonstrated experience of finance ERP and electronic document records management systems together with Microsoft Office, including Word and Excel.Substantial working experience in a similar role and/or a relevant tertiary qualification or Certificate or Diploma.Why work for NOPSEMA?As a highly skilled, agile and competent regulator, our people are our number one asset.
