Join our Advisory Division!Within QTC, the Advisory Division provides a range of financial and risk management services to help State Government, Local Governments, Government Owned Corporations, education institutions, and statutory authorities to make well-informed decisions about the services, initiatives, policies, and projects they deliver. The shared purpose of the Division is to improve the social and economic well-being of Queenslanders and the financial sustainability of the State through the delivery of projects.The Portfolio Management team is part of the Advisory Division Portfolio Office that provides project and operational support to the client-facing teams in delivering services.As Director of Portfolio Management, you will provide support to the Executive Director, Portfolio Office to oversee the portfolio of projects undertaken by the Division. Your team will provide project support to the client teams, enable appropriate reporting to provide visibility to leadership, develop processes and tools for portfolio and risk management, as well as drive delivery of the Divisions internal operations and initiatives. Your role will be to contribute to the success and growth of the Portfolio Office by:Ensuring the successful delivery of projects and assignments for which you are responsible.Playing a key role in developing relationships with client-facing teams as well as engagement with other internal and external stakeholders.Being instrumental in achieving Team and Divisional KPIs.Working closely with relevant stakeholders to identify and scope new initiatives, including continuous improvement opportunities.Developing team capability to meet current and future project needs.Responsibilities & AccountabilitiesLead the establishment and implementation of a consistent and effective framework for management of the portfolio of projects in the Advisory Division, taking an activist role focused on driving outcomes, addressing emerging issues and having a forward view of risks.Lead the collation and reporting of portfolio risks, tracking changes and assessing their impact.Lead portfolio risk mitigation plans and response strategies.Lead the identification and scoping of new portfolio improvement opportunities.Provide leadership and effective communication to team members.Mentor and guide direct and indirect reports in the Portfolio Office.Encourage strong performance and growth for the team aligned with QTC priorities, plans and values.Support the Executive Director and provide other relevant duties aligned to the Competencies below.Collaborate with Directors of the other Advisory Division teams.CompetenciesStrong portfolio management skills and experience in change management, including knowledge of portfolio, program and project management methodologies.Strong strategic and governance capability to facilitate outcomes.Advanced problemsolving and decisionmaking abilities, including demonstrated ability to diagnose situations and develop creative solutions.Ability to identify opportunities to drive performance of the team.Strong communication skills, verbally and in writing, and engagement skills.Good understanding of the interdependencies between key stakeholders.Has personal leadership consistent with QTC values, behaviours and highest level QTC competencies.Builds team capability and individual growth.Understands corporate risk appetite and can identify and successfully mitigate or eliminate risk.Identifies and implements opportunities for improved processes and efficiency.Provides internal senior level stakeholder communication, including management reporting and presentations.QualificationsEssentialTertiary qualification in a relevant discipline required for professional roles (e.g., Project Management, Business, Finance, Law).ExperienceEssentialPrior relevant experience in roles that demonstrate overall competency in program or portfolio management.Proven track record of successfully implementing operational improvements and business transformation.Demonstrable experience in driving operational efficiency.DesirableExperience in a public sector organisation and/or consulting advisory environment.Build the future with QTC:QTC is the central financing authority for the Queensland Government and provides financial resources and services for the State.
