Your new role We have an opportunity for an individual to join our Finance and Procurement team as a Principal Procurement Advisor on a full-time, fixed term basis. This position is responsible for IBAC''s procurement and contracts policy, processes and systems to ensure that all staff are supported to procure goods and services that are fit-for-purpose and achieve value for money. This position provides support to the Director, Finance and Procurement (Chief Procurement Officer) in ensuring IBAC complies with the Victorian Government''s policies and frameworks. The successful candidate will work within a team and work towards team and or unit goals. At IBAC, working collaboratively is key to our success. Duties include: Apply Victorian Purchasing Board (VGPB), Project Development Construction Management Act (PDCMA) framework and organisational policies and legislations including probity, to all procurement activities. Provide authoritative advice and guidance to stakeholders and staff on all aspects of procurement and contract management. Performs assurance and compliance reviews of end-to-end procurement activities/processes across a range of low to high-risk activities of varied complexity. Manage, monitor, and maintain all procurement requests including contracts register data base and systems. Lead procurement aspects of projects involving commercial procurement and supplier engagements for construction related activities. Drive continuous improvements and best practice procurement and contract processes including implementation of best practices and systems. Build and maintain collaborative relationships with departmental staff and across the VPS and external stakeholders where required. Additional duties are set out in the position description. Our requirements / Your skill set We are looking for candidates with the below experience and capabilities: Significant experience in public sector procurement and contract management functions is essential and a tertiary qualification will be highly regarded. Proven knowledge and experience in applying Victorian Purchasing Board (VGPB), Project Development Construction Management Act (PDCMA) framework and organisational policies and legislations including probity to all procurement activities. Demonstrated ability to provide authoritative advice to senior management and staff regarding end to end procurement and contract management and Government requirements. Well-developed written communication and interpersonal skills. Strong consultation and negotiation skills and the ability to consult with a range of stakeholders. Effective conceptual, analytical, and problem-solving skills with the ability to identify and support the mitigation of risks and issues. Proven ability to plan, prioritise and organise workloads to agreed timeframes.
