The RoleThe Regulatory Services Manager (RSM) will possess an advanced level of capability within their specialist technical and/or managerial/leadership field and will work under the general guidance of the National Manager Regulatory Services in leading and managing a team of regulators who provide specialist technical functions to assess applications for authorisations in civil air operations and operation of Australian aircraft overseas.Assessments may be highly complex and involve input from other branches across the Regulatory Oversight Division as well as other areas of CASA. Scope of regulatory assessment may include the operation of aircraft and continuing airworthiness. Regulatory service teams are distributed across various CASA locations.The RSM is responsible for the following deliverables:Providing a strategic level of specialist, professional and technical expertise, relating to the work of the Regulatory Services Branch, including preparation of quality briefing materials, reports and recommendations regarding safety standards and procedures contained in the Civil Aviation Act 1988, Regulations and subordinate legislation, ICAO, and relevant agreements with other countries.Driving national standardisation in regulatory services assessment and contribute to shaping CASAs safety systems and changes to regulatory policy, practice or systems through collaboration and engagement with other functional areas.Driving service excellence in the management of the assessment of regulatory applications in accordance with agreed services standards.Determining, assembling and coordinating resources required in order to conduct assessment activities, including liaison with other RSMs to established national project teams as required.Providing strategic leadership and management functions in support of a regulatory service team in the planning and conduct of delivery of regulatory services to aviation participants.Providing specialist expert advice and technical procedural guidance to team members and other regulatory services function staff in support of the performance of their duties.Building individual and team capability through measuring and monitoring of team performance, coaching others, provision of performance feedback, managing conflict and encouraging career development, with the objective of promoting operational standardisation, efficiency, and consistency.Leading and exemplifying workplace safety, equity and diversity, participative management and environmental management in the workplace in accordance with the CASA Values and Behaviours.The success of the Regulatory Services Manager is measured by the efficient delivery of lawful, accurate and proportionate regulatory assessments.Providing high level of specialist expert advice on complex technical matters and procedural guidance bringing broader CASA wide perspective to the team, encouraging the team to focus on different ways to meet business objectives building co-operation, promoting unity and common direction.Responsible for managing a significant resource base across the inspectorate. RSMs at level CTM 2 / 3 exercise considerable discretion on the use of these resources, negotiating and allocating resources between competing priorities, forecasting resource requirements, and establishing appropriate progress, reviews and performance measures.Ideal CandidateOur ideal RSM/CTM candidate will possess skills and qualifications essential for success in the role. Key attributes we are seeking include:Experience within the aviation industry, an equivalent National Aviation Authority or safety related industries relevant to the functions of the role.Understanding of the CASA regulatory philosophy and demonstrated working knowledge of relevant Australian aviation legislation.Demonstrated ability to develop and lead a regulatory team through change and complex challenges.High-level knowledge of project management.Demonstrated ability to develop and manage effective working relationships with stakeholders.Demonstrated ability to provide guidance in aviation legislation and regulatory processes.High-level understanding of quality assurance and risk management principles.Ability to develop and implement solutions to complex and diverse situations with political awareness, persuasive arguments, strong evidence and fit-for-purpose timely communication.Demonstrated experience in assessing trends and developing plans to improve future organisational outcomes.High level ability to understand and utilise data effectively to make strategic, evidence-based decisions and recommendations.Technical skills, professional qualifications and experience conducting regulatory service tasks and/or surveillance activities.Significant management ability and experience within the aviation industry, an equivalent National Aviation Authority or safety related industries relevant to the functions of the role.In-depth understanding of the CASA regulatory philosophy and demonstrated working knowledge of relevant Australian aviation legislation.Demonstrated ability to develop and lead a multi-disciplinary regulatory team through change and highly complex challenges.Comprehensive knowledge and experience with applying relevant Australian aviation legislation.Demonstrated ability to provide guidance to team and stakeholders in relevant aviation legislation and regulatory processes.About Our TeamThe purpose of Regulatory Oversight Division (ROD) is to deliver upon our aviation safety obligations for the provision of surveillance and regulatory services to authorisation holders in an efficient and effective manner.
